The Ministry of Industry and Trade has just issued Circular 24/2021/TT-BCT stipulating the principles of import management under tariff quotas for salt, poultry eggs and raw tobacco in 2022.

Accordingly, the regulations on the quantity of imports under tariff quotas for salt, poultry eggs and raw tobacco in 2022 are as follows:

- For chicken eggs (goods codes are 0407.21.00 and 0407.90.10); duck and geese eggs (commodity codes are 0407.29.10 and 0407.90.20); others (codes are 0407.29.90 and 0407.90.90): 63,860 dozen .

(The import tariff quota for 2021 is 60,819 dozen, thus, the import quota for poultry eggs in 2022 will increase compared to 2021)

- For salt (commodity code 2501): 80,000 tons (Number of temporary distribution for the first phase in 2022).

(Compared to 2021, the import tariff quota for salt will remain unchanged).

- For raw tobacco (commodity code is 2401): 65,156 tons .

Subjects of assignment of import tariff quotas

- Tariff quotas on salt imports are assigned to traders directly for use as raw materials for chemical production and as raw materials for the production of drugs and medical products.

- Import tariff quotas for poultry eggs shall be assigned to traders wishing to import.

- Tariff quotas for import of raw tobacco shall be assigned to traders who have a license to produce tobacco issued by the Ministry of Industry and Trade and have a need to use imported raw tobacco for cigarette production.

Method of allocation of import tariff quotas :

The assignment of tariff quotas for import of salt, poultry eggs and raw tobacco is made according to the provisions of Decree 69/2018/ND-CP and Circular 12/2018/TT-BCT .

Time of allocation of import tariff quotas

According to Article 4 of Circular 24/2021/TT-BCT , the Ministry of Industry and Trade discussed with the Ministry of Agriculture and Rural Development and the Ministry of Finance to determine the time of allocating import tariff quotas for salt and poultry eggs.

The Ministry of Industry and Trade determines the time of allocating import tariff quotas for raw tobacco products.

Circular 24/2021/TT-BCT takes effect from February 1, 2022 to the end of December 31, 2022.
