Currently, many people are planning to take the B1 and B2 driver's licenses. These are two types of common car driver's license. But many people who are planning to take the B1, B2 driver's license and even those who already have the license still wonder what types of vehicles they are allowed to drive in Vietnam?

What vehicles are operated in Vietnam with B1 and B2 driver's licenses? (Illustration)
1. What types of vehicles are holders of B1 driver's licenses allowed to operate in Vietnam?
According to Clauses 5 and 6, Article 16 of Circular 12/2017/TT-BGTVT of Vietnam on classification of driver licenses, there are 2 types of B1 driver's licenses:
- B1 driver's license issued to persons who do not practice as a driver for controlling following types of cars in Vietnam:
+ 9-seat cars including driver seat;
+ Trucks, including special trucks with design loading capacity less than 3.500 kg;
+ Tractors hauling a trailer with design loading capacity less than 3,500 kg.
- Class B1 number automatically granted to non-skilled drivers to drive the following vehicles in Vietnam:
+ Automatic transmission 9-seat cars including driver seat;
+ Trucks, including special trucks (automatic transmission) with design loading capacity less than 3.500 kg;
+ Cars intended for the disabled.
2. What types of vehicles are holders of B2 driver's licenses allowed to operate in Vietnam?
Pursuant to Clause 7, Article 16 of Circular 12/2017/TT-BGTVT on classification of driver's licenses, the B2 driver's license is issued to persons who practice as a driver for controlling following types of cars:
+ Special cars with design loading capacity less than 3.500 kg;
+ Cars intended for B1 class.
3. Order of B1 and B2's driving license examination in Vietnam
According to Article 26 of Circular 12/2017/TT-BGTVT of Vietnam on the order of inspection organization is stipulated in 03 orders as follows:
- Meeting of the Examination Board and opening of the examination period
+ Before conducting the inspection, the Chairman of the Inspection Council shall hold a meeting of the Council, the Inspection Team, the Monitoring Team (if any), and assign tasks of each member during the inspection period.
+ Inaugurate the inspection in Vietnam to announce the decision to organize the inspection, disseminate relevant contents of the inspection to the participants.
- Test according to the content and process of testing.
- At the end of the test period, for the test of drivers of categories A3, A4, B1, B2, C, D, E and F: The Chairman of the Board of Auditors shall hold a meeting of the Board, the Test Team, the Monitoring Team (if any), the Head of the Test Team shall report the test results and agree to sign a summary record of the test results.
The Chairman of the Examination Board shall sign and seal the summary record of the driver test results of the successful examiner according to the form prescribed in Appendix 15a to Circular 12/2017/TT-BGTVT.
According to Article 27 of Circular 12/2017/TT-BGTVT (amended by Circular 38/2019/TT-BGTVT) on recognition of test results in Vietnam.
- Considering the recognition of test results for test persons driving category B1 automatic, categories B1, B2, C, D, E and F:
+ Candidates who achieve the content of theoretical test, test car driving by software to simulate traffic situations, practice driving in pictures and on the road shall be recognized as successful candidates.
+ Candidates who are not recognized as successful candidates may register for re-examination from the next test, with the same test management agency issuing driver's license in Vietnam.
+ Candidates who fail the theoretical test must not test the content of driving test using the software to simulate traffic situations; fail to test the content of driving test using the software to simulate traffic situations must not test the driving practice in the picture; fail to test the content of driving practice in the picture must not test the content of driving test on the road in Vietnam.
+ Candidates who meet the contents of theoretical and software tests to simulate traffic situations and practice driving in pictures are entitled to reserve the results of the test contents within 01 year from the date of the test contents reached at the last test; if they want to attend, they must meet the conditions on age and health examination certificate issued by a competent medical establishment and still have the use value as prescribed and must be named in the minutes of confirmation of absence or failure of the previous test panel or test group.
+ Candidates who bring phones or information transmission equipment in the theoretical testing room, on the test vehicle or have other fraudulent acts that misrepresent the test results in Vietnam will be suspended from the test, canceled the test results.
- The inspection management agency shall review and summarize the results and submit them to the General Director of the Vietnam Road Administration or the Director of the Department of Transport for decision on recognition of admission for the examination exam with the list of successful candidates granted driver's licenses in the form specified in Appendix 16a and Appendix 16b issued together with Circular 12/2017/TT-BGTVT.
Thus, holders of B1 and B2 driver's licenses are allowed to drive vehicles of 9-seater cars, including seats of drivers, trucks, including specialized trucks with design load of less than 3,500 kg in Vietnam.
