Vietnamese traffic polices must wear police uniforms when patrolling, controlling, and handling violations

This is a notable provision in Circular 65/2020/TT-BCA stipulating the tasks, authority, forms, content, and procedures for patrol, control, and handling of administrative traffic violations by the Traffic Police, effective from August 5, 2020.

According to Article 11 Circular 65/2020/TT-BCA, the requirements for uniforms, traffic vehicles, professional technical equipment and means, as well as weapons and supporting tools of the Vietnam Traffic Police force are stipulated as follows:

Uniforms of the Traffic Police of Vietnam:

- Traffic Police during patrols, inspections, and violation handling must use Police uniforms and wear People's Police identity badges as prescribed by the Ministry of Public Security. During inspections at night or daytime under foggy conditions or adverse weather that limits visibility, a reflective vest must be worn;

- In case of inspections via professional technical equipment and means, a unit of Traffic Police in plain clothes may be deployed to operate, use the equipment, monitor traffic order and safety, detect violations of road traffic laws and other legal violations. Upon detecting violations, they must immediately notify the openly patrolling and inspecting unit to control and handle them according to legal regulations;

- The Chief of the Road Traffic Patrol and Guidance Division under the Traffic Police Department, the Chief of Traffic Police, the Chief of Police of districts, district-level towns, provincial cities, and centrally-run cities and higher levels decide on the use of Police uniforms or plain clothes when using professional technical equipment and means and must specify it in the patrol and inspection plan.

Traffic vehicles:

Including patrol and inspection cars, motorcycles, special-purpose vehicles, bicycles.

- Patrol and inspection cars and motorcycles (white paint color), special-purpose vehicles, with bilingual Traffic Police signs (Vietnamese and English), equipped with Police signal lights, flags, priority sirens according to legal regulations;

- The sides of patrol and inspection cars have blue reflective stripes, with "CẢNH SÁT GIAO THÔNG" in white (reflective material) in the middle, letter size 10cm x 10cm, letter width 03cm, balanced on both sides of the car; the front door on both sides has "TRAFFIC POLICE" in blue (reflective material), with a maximum font size two-thirds of "CẢNH SÁT GIAO THÔNG" and the Traffic Police badge in the middle of "TRAFFIC" and "POLICE". Depending on the type of vehicle, the spacing between letters and words is arranged for balance and appropriateness;

- The sides of the fuel tank, or the sides of the trunk of patrol and inspection motorcycles, have "C.S.G.T" in blue (reflective material), below is "TRAFFIC POLICE" in blue (reflective material), with a maximum font size two-thirds of "C.S.G.T". Depending on the type of vehicle, the font size and spacing between letters are arranged for balance and appropriateness;

- Priority sirens are used according to legal regulations. Priority signal lights are used continuously in the following cases: mobile patrols and inspections; patrols and inspections at night or daytime under foggy conditions or adverse weather that limits visibility.

Professional technical equipment and means:

Including systems for monitoring and handling violations of road traffic order and safety; scales for checking vehicle load; speed measurement devices with image recording; audio and video recording equipment; breath alcohol concentration measuring devices; drug testing devices; devices detecting fake documents; satellite positioning devices; radiation measuring devices; chemical marking devices; data extraction devices from journey monitoring devices; equipment measuring tire air pressure; equipment measuring tread depth; equipment measuring braking effectiveness; noise measuring devices; vehicle exhaust emission measuring devices; audio level measuring devices; light intensity measuring devices; equipment measuring steering wheel play in vehicles.

Professional technical equipment and means are installed and used openly or covertly on road traffic routes, at Traffic Police Stations, in patrol and inspection vehicles, equipped for Traffic Police Teams, directly operated and used by Traffic Police officers to detect and record violations of people and vehicles participating in road traffic.

Weapons and supporting tools:

Including handguns, rifles, submachine guns, rubber bullet guns, tear gas guns, paint marking bullet guns, tear gas spray cans, electric batons, bulletproof vests, handcuffs.

Communication means:

Including walkie-talkies, telephones, fax machines, data storage and transmission computers, printers.

Additionally, the Traffic Police are equipped with:

- Traffic direction wands, whistles, loudspeakers, barriers, cone-shaped markers, signaling boards, ropes, lighting devices, road accident scene investigation kits.

- Other professional technical equipment, weapons, and supporting tools as prescribed by the law and the Ministry of Public Security.

Note: The equipment, installation, and use of patrol and inspection traffic vehicles, professional technical equipment, weapons, and supporting tools must comply with legal regulations.
