Drivers of cars using expired driver's licenses can be fined up to 12 million VND according to Decree 123/2021/ND-CP .

1. Duration of driving licenses
Pursuant to Article 17 of Circular 12/2017/TT-BGTVT (amended and supplemented by Clause 3, Article 2 of Circular 01/2021/TT-BGTVT ) stipulating the term of driving licenses as follows:
- Class A1, A2, A3 driver's license with no expiration date.
- A class B1 driving license is valid until the driver is 55 years old for women and 60 years old for men; In case the driver is over 45 years old for women and over 50 years old for men, the granted driving license is valid for 10 years from the date of issue.
- Class A4, B2 driver's license is valid for 10 years from the date of issue.
- Class C, D, E, FB2, FC, FD, FE driving licenses are valid for 5 years from the date of issue.

2. Penalties for using an expired driving license
Based on the regulations on the duration of the above-mentioned types of driving licenses, motorists using an expired driving license will be subject to the following fines according to Clause 11 Article 2 of Decree 123/2021 :
- A fine of between 5 and 7 million dong shall be imposed on drivers of cars, tractors and other vehicles similar to cars who have a driving license but have expired for less than 3 months;
- A fine of between VND 10-12 million shall be imposed on drivers of cars, tractors and cars similar to cars who have a driving license but have expired for 3 months or more.
Previously, Decree 100/2019/ND-CP stipulates the following fine levels:
- A fine of between VND 400-600 thousand shall be imposed on drivers of cars, tractors and other vehicles similar to cars who have a driving license but have expired for less than 6 months.
- A fine of between VND 4-6 million shall be imposed on drivers of cars, tractors and cars similar to cars whose driving licenses have expired for 06 months or more.
Thus, from 2022, the act of using an expired driver's license will be subject to a heavier penalty than before, namely, a fine of up to 12 million VND.
