The Ministry of Transport has just issued Urgent Official Dispatch No. 3864/BGTVT-VT regarding the implementation of the Prime Minister of the Government of Vietnam's directives at the Standing Committee meeting of the Government of Vietnam on COVID-19 prevention and control on April 22, 2020.

Implementing the directives of the Prime Minister of the Government of Vietnam at the meeting of the Standing Committee of the Government of Vietnam on the prevention and control of the Covid-19 pandemic on April 22, 2020, and based on the proposals from the Directorate for Roads of Vietnam, the Civil Aviation Authority of Vietnam, the Vietnam Railway Authority, the Vietnam Maritime Administration, and the Vietnam Inland Waterways Administration, the Ministry of Transport requires the relevant agencies and units to implement several measures for passenger transportation. Specifically:
- Continue to restrict passenger transportation, applying measures to ensure disease prevention according to Official Dispatch 3863/BGTVT-CYT dated April 22, 2020, from the Ministry of Transport.
- Passenger transportation activities in two groups of localities: high-risk and low-risk, will be carried out according to the Plan issued attached to this Official Dispatch, specifically:
Regarding aviation:
+ Hanoi - Ho Chi Minh City route and vice versa: total flight frequency up to 20 flights (round-trip)/day.
+ Hanoi/Ho Chi Minh City - Da Nang routes and vice versa: total flight frequency up to 6 flights (round-trip)/day/route.
+ Routes to other localities:
- Hanoi/Ho Chi Minh City to other localities: each airline 1 flight (round-trip)/day/route;- Ho Chi Minh City - Con Dao route and vice versa: 1 flight (round-trip)/day;- Routes between other localities not involving Hanoi/Ho Chi Minh City: each airline 1 flight (round-trip)/day.
Regarding Road Transport
+ Intra-provincial passenger transport: The Chairman of the Provincial People's Committee, the cities directly under the Central Government shall decide on the specific passenger transportation measures.
+ Inter-provincial passenger transport:
- Fixed-route vehicles: operate up to 30% according to the schedule for provinces in the high-risk group and up to 50% according to the schedule for provinces in the low-risk group (minimum not less than 1 trip/route);- Contract and tourism vehicles: operate up to 30% of the total number of vehicles of the transport business units for provinces in the high-risk group and up to 50% of the total number of vehicles of the transport business units for provinces in the low-risk group (minimum not less than 1 vehicle/transport business unit).
Regarding Railway Transport
+ Hanoi to Ho Chi Minh City route: operate up to 3 pairs of passenger trains/day (3 trips from Hanoi to Ho Chi Minh City and 3 trips vice versa).
+ Other railway routes: maintain each route with 1 pair of passenger trains/day (1 trip and 1 return trip).
Regarding Maritime and Inland Waterway Transport
+ Domestic passenger transport: The Chairman of the Provincial People's Committee, the cities directly under the Central Government shall decide.
+ Inter-provincial passenger transport: operate up to 1 trip/route/day.
- For inter-provincial passenger transport, in cases of changes in frequency or destination restrictions at the discretion of the Provincial People's Committee, the cities directly under the Central Government: the Directorate for Roads of Vietnam, the Civil Aviation Authority of Vietnam, the Vietnam Railway Authority, the Vietnam Maritime Administration, and the Vietnam Inland Waterways Administration shall require passenger transport units to adjust accordingly.
