Circular No.04/2022/TT-BGTVT on amendments to the Circular No 12/2017/TT-BGTVT on driver training, driving tests and issuance of motor vehicle driver's licenses officially comes into force from June 15, 2022, in which the DAT system shall be operated.

Pursuant to Clause 1 Article 1 of the Circular No. 04/2022/TT-BGTVT
- DAT data is a collection of information about the identification and the learning process on the roads of learners, transmitted from the DAT equipment installed in the practice car to the server of the training institution according to the regulations in section 2.1.5 and section 2.1.6 of QCVN 105:2020/BGTVT.
- DAT management data: a collection of information about identification and driving practice on the roads of students that is transmitted from the server of the training institution to the server of the Directorate for Roads of Vietnam as prescribed in Appendix 30 enclosed herewith.
- The DAT information system includes hardware equipment, transmission line and software used to receive, manage and exploit the DAT management data.
- The time of driving practice session on roads is calculated from the time the trainee enrolls into the DAT equipment to the time he/she enrolls out the equipment. Each session shall not exceed 4 hours, the distance between 2 consecutive sessions shall be at least 15 minutes. Not to further study for more than 10 hours in 24 hours.
- The distance between the practice session of driving on the road is from the learner's position in the DAT equipment to the location registered for exit.
- A version shall be recorded if more than 90% of authentication times of the student's premise is consistent with the registered information.
According to Section III Appendix, 30 issued together with Circular No. 04/2022/TT-BGTVT
- Learners shall be deemed to have completed the driving practice time on roads if the number of hours of driving practice on roads is not less than 50% of the number of hours of driving practice on roads as prescribed in Point a, Clause 3, Article 13 and Point a, Clause 3, Article 14 hereof.
- Learners shall be deemed to have completed the distance of driving practice on roads if the number of kilometers of driving practice on roads as prescribed in Point d, Clause 3, Article 13, Point d, Clause 3, Article 14 hereof.
