Simultaneous Increase in Fines for Speeding Violations

Decree 100/2019/ND-CP stipulates penalties for administrative violations in the field of road and railway traffic, replacing Decree 46/2016/ND-CP which takes effect from January 01, 2020.

 Complete list of new fines for cars and motorcycles effective from January 1, 2020

Decree 100/2019/ND-CP has increased all fines for over-speeding compared to Decree 46/2016/ND-CP. To be specific:

For motorbikes:

- Operating the vehicle over the speed limit by 05 km/h to under 10 km/h: Fined from VND 200,000 to VND 300,000; (Previously from VND 100,000 to VND 200,000)

- Operating the vehicle over the speed limit by 10 km/h to 20 km/h: Fined from VND 600,000 to VND 1,000,000; (Previously from VND 500,000 to VND 1,000,000)

- Operating the vehicle over the speed limit by more than 20 km/h: Fined from VND 4,000,000 to VND 5,000,000, license revoked for 02 to 04 months. (Previously from VND 3,000,000 to VND 4,000,000)

For cars:

- Operating the vehicle over the speed limit by 05 km/h to under 10 km/h: Fined from VND 800,000 to VND 1,000,000; (Previously from VND 600,000 to VND 800,000)

- Operating the vehicle over the speed limit by 10 km/h to under 20 km/h: Fined from VND 3,000,000 to VND 5,000,000 and license revoked for 01-03 months; (Previously from VND 2,000,000 to VND 3,000,000)

- Operating the vehicle over the speed limit by 20 km/h to 35 km/h: Fined from VND 6,000,000 to VND 8,000,000 and license revoked for 02-04 months; (Previously from VND 5,000,000 to VND 6,000,000 and license revoked for 01-03 months)

- Operating the vehicle over the speed limit by 35 km/h or more: Fined from VND 10,000,000 to VND 20,000,000 and license revoked for 02-04 months. (Previously from VND 7,000,000 to VND 8,000,000 and license revoked for 02-04 months)

In addition, Decree 100/2019/ND-CP also increases penalties for a series of other violations such as: Not obeying the signals, instructions of traffic signs, road markings (except for some cases); using mobile phones while driving; failing to signal, honk when overtaking; running red or yellow lights, etc.
