According to current legal regulations, the certificate of vehicle registration has a validity period in some cases including:

• Certificates of registration of trucks, passenger automobiles and refurbished vehicles shall be written according to the service life as per the Government's regulations.

• The certificate of automobiles and motorcycles for foreigners working for diplomatic missions, consular posts and representative offices of international organizations shall adopt the expiry date of their diplomatic and official identity card; temporarily imported vehicles owned by ODA experts and Vietnamese expatriates who are invited to work here, shall expire on the date of their work completion in Vietnam.

• The certificate of automobiles and motorcycles owned by diplomatic missions, consular posts and representative offices of international organizations expires for the first period of 05 years, which shall be extended every 03 years.

Motor vehicle operators must carry out procedures for replacing their certificate of vehicle registration according to Article 11 of Circular 58/2020/TT-BCA when wanting to renew their Certificate as follows:

Step 1: The vehicle owner submits 01 set of documents to request replacement of vehicle registration certificate to the vehicle registration agency according to regulations including:

• Vehicle registration declaration according to form No. 01 issued together with Circular Circular 58/2020/TT-BCA;

• Documents required for cases where the legal owner is a foreign national include:
  • As for foreign nationals who are working for diplomatic missions, consular posts and representative offices of international organizations: they must show a letter of accreditation to Directorate of State Protocol or Department of Foreign Affairs and Diplomatic and Official Identity Card (valid);
  • As for foreign nationals working and living in Vietnam: they must show their passport (valid) or other valid substitutes for passport.

• Power of attorney to handle vehicle registration procedures and ID card/Citizen Identity card/official ID card or diplomatic identification card of the authorized person in case the vehicle owner does not directly carry out the procedures for renewing the vehicle registration certificate;

• Current certificate of vehicle registration.

Step 2: The competent authority shall consider and replace the certificate of vehicle registration as requested within 02 working days from the date of receipt of complete and valid documents.

The fee for renewing a certificate of vehicle registration without license plate is 30,000 VND/time according to Circular 229/2016/TT-BTC.
