What are the new regulations on information on highways from July 15, 2023 in Vietnam? - Tuan Tu (Khanh Hoa)

Regulations on information on highways from July 15, 2023 are implemented in accordance with Clause 6, Article 1 of Circular 25/2023/ND-CP (effective from July 15, 2023). As follows:

Fixed information on the highway in Vietnam

Fixed information on expressways, including information on road signaling works specified in Clause 1, Article 10 and Clause 1, Article 45 of the Law on Road Traffic (except for the information of the traffic commander and the information on the signal lights, if any).

Information changes on the highway in Vietnam

- Information on the adjustment of traffic organization in a certain period of time in service of repair and maintenance of works; ensuring traffic order and safety;

- Information about the traffic situation on the expressway; information on the location and time of accidents, traffic jams, work incidents, fire and explosion incidents, and repair and maintenance locations;

- Information on weather, natural disaster events affecting traffic;

- Signals of traffic commanders and controllers, information on traffic lights (if any), and other information.

The forms of information displayed change to serve road users on the highway.

- The change information on the expressway mentioned above can be posted on the media that are allowed to operate, including: radio, electronic newspapers, and online information.

- Information on the adjustment of traffic organization in a certain period of time in service of repair and maintenance of works; implementation of ensuring traffic order and safety must be carried out on road signs and temporary signs.

- The electronic sign system of the installed roads can display some change information on the expressway mentioned above.

- Information provided by the highway user manager; operators, maintenance units, related organizations, and individuals provides direct, telephone, email, and information technology network platforms to road users and related subjects.

Regulations on providing, receiving, exploiting, and using information on highways in Vietnam

(1) The highway user manager is responsible for providing information on the expressway to the Traffic Management and Administration Center, the Traffic Police, and the media according to regulations.

(2) Traffic police provide information on traffic accident handling and traffic control and other information related to their agency's responsibilities to the Route Traffic Management and Administration Center, the highway management agency, the expressway management and operation enterprise, and the media.

(3) The operation and maintenance unit provides information on traffic situations, traffic accidents, damage status, work incidents, locations where maintenance is being carried out, and other necessary information for the Center for Management and Administration of Route Traffic, Traffic Police, Expressway Management Agencies, and Managers of Expressway Use.

(4) The Center for Management and Administration of Route Traffic provides the above information to the National Center for Management and Administration of Traffic; receives and provides information from the Management Center, national traffic management for highway users, traffic police, and communication agencies to serve traffic management and administration and to support traffic participants.

(5) The National Traffic Management and Administration Center connects, receives, and provides information to the Route Traffic Management and Administration Centers.

(6) The provision of information must be accurate and timely and stored and preserved at traffic management and administration centers.

Note:

- In the period when the construction of the National Traffic Management and Administration Center has not yet been invested, the activities specified at Points (4) and (5) above shall not be carried out.

For unbuilt highways, the Center for Management and Administration of Route Traffic and the organizations specified at Points (1), (2), and (3) above provide information to the National Traffic Management and Administration Center.
