Recently, the Ministry of Transport issued Official Dispatch 3655/BGTVT-VT 2020 on the implementation of the Prime Minister's conclusions in Notification 158/TB-VPCP dated April 16, 2020, of the Office of the Government of Vietnam.

Official Dispatch 3655/BGTVT-VT clearly states the implementation timelines for the aviation and railway sectors as follows:
Phase 1: Period from 00:00 April 17, 2020 to the end of April 22, 2020 .
1. Aviation
The flight routes Hanoi - Ho Chi Minh City and vice versa (HAN - SGN), Hanoi - Da Nang and vice versa (HAN - DAD), Ho Chi Minh City - Da Nang and vice versa (SGN - DAD) will operate according to the following schedule:
- Route HAN - SGN and vice versa: total frequency of 06 flights/day;- Route HAN - DAD and vice versa: total frequency of 02 flights/day;- Route SGN - DAD and vice versa: total frequency of 02 flights/day.
For flight routes other than the above three, airlines wishing to operate are required to submit their plans to the Civil Aviation Authority of Vietnam for consideration and decision based on the epidemic situation in the related localities.
2. Railway
- For the Hanoi - Ho Chi Minh City railway route: A maximum of 02 pairs of passenger trains/day are allowed to operate (02 trips from Hanoi to Ho Chi Minh City and 02 trips vice versa);
- Continue to suspend all local passenger train operations.
Phase 2: Period from 00:00 April 23, 2020 to the end of April 30, 2020.
Depending on the specific epidemic situation in each locality in the coming time, the classification of each province into groups may change.
However, passenger transportation for the three groups of localities: High-risk group (Group I), Risk group (Group II), Low-risk group (Group III) will continue to be carried out according to the general principle outlined in Section A of this Official Dispatch.
