Increase in a Series of Penalties for Road Traffic from January 01, 2020

Recently, the Government of Vietnam issued Decree 100/2019/ND-CP stipulating the administrative penalties for violations in the field of road and railway traffic.

Full list of new penalties for car and motorcycle violations from January 1, 2020

This Decree has increased a series of fines for violations in the field of road traffic, for instance:

1. For drivers, passengers in cars and similar vehicles violating road traffic rules:

- Fines from 800,000 – 1,000,000 VND for acts: Driving at speeds exceeding the prescribed limit by 5 km/h to less than 10 km/h; changing directions without reducing speed or without signaling (Previous penalty range: 600,000 - 800,000 VND)

- Fines from 1,000,000 – 2,000,000 VND for acts: Using a hand to operate a mobile phone while driving on the road (Previous penalty range: 600,000 - 800,000 VND)

- Fines from 3,000,000 – 5,000,000 VND for acts: Failing to comply with traffic signal lights; failing to comply with the instructions of traffic controllers or traffic monitors (Previous penalty range: 1,200,000 - 2,000,000 VND)

- Fines from 6,000,000 – 8,000,000 VND for acts: Driving on the road with blood alcohol content or breath alcohol content but not exceeding 50 milligrams/100 milliliters of blood or 0.25 milligrams/1 liter of breath (Previous penalty range: 2,000,000 – 3,000,000 VND)

- ...

2. For drivers and passengers on motorcycles, mopeds (including electric motorcycles), similar vehicles violating road traffic rules.

- Fines from 100,000 – 200,000 VND for acts: Carrying passengers using an umbrella; not signaling for overtaking before overtaking (Previous penalty range: 60,000 – 80,000 VND)

- Fines from 200,000 – 300,000 VND for acts: Driving at speeds exceeding the prescribed limit by 5 km/h to less than 10 km/h; drivers and passengers not wearing "helmets for motorbike and motorcycle riders" or wearing "helmets for motorbike and motorcycle riders" but not properly fastening the chin strap when participating in road traffic; (Previous penalty range: 100,000 – 200,000 VND)

- Fines from 2,000,000 - 3,000,000 VND for drivers on the road with blood alcohol content exceeding 50 milligrams/100 milliliters of blood or exceeding 0.25 milligrams/1 liter of breath; (Previous penalty range: 1,000,000 – 2,000,000 VND)
