This is a notable provision specified in Decree 100/2019/ND-CPDecree 100/2019/ND-CP regulating administrative penalties in the road and railway traffic sector in Vietnam.

According to Clause 1, Article 9 of the Road Traffic Law 2008: “Traffic participants must travel on the right side in the direction of their travel, follow the correct lane or road section as regulated, and comply with the road traffic signal system.”
At the same time, this Law also strictly prohibits acts of operating motor vehicles exceeding the speed limit, encroaching on lanes, and dangerous overtaking.
For the act of encroaching on lanes which can be understood as not traveling in the correct lane or, specifically, driving in the opposite direction, administrative penalties specified in Decree 100/2019/ND-CP with significantly increased fines compared to the previous regulation (Decree 46/2016/ND-CP) may be imposed. Fines are prescribed in the table below:
