Hanoi-Vietnam: New guidelines of the Ministry of Transport on the installation of road signaling system

According to the recent guidance in Official Dispatch 8484/BGTVT-KHCN on the implementation of QCVN 41:2016/BGTVT - National Technical Regulation on Traffic Signs and Signals (referred to as Technical Regulation 41), the Vietnam Ministry of Transport directs as follows:

Current Situation Guidance Content
1. Regarding the size of traffic signs

- Allow to adjust the size of traffic signs in difficult and narrow terrain conditions (median strips, narrow shoulders, or to avoid obstructing visibility) according to Clause 16.5, Article 16 of Technical Regulation 41;

- Arrange traffic signs of the same size in some special cases to ensure uniformity along the entire section of the route with the same road width, whether there is a median strip or not or for short interspersed sections;

- The size of prohibition signs, mandatory signs, warnings, and danger signs on expressways: use factor 2 in Article 16 of Technical Regulation 41.

2. Regarding the interpretation of the term “expressway” in Section 3.1, Article 3 of Technical Regulation 41

This content has been aggregated and is not contrary to the provisions in Articles 3 and 26 of the Road Traffic Law 2008.
3. Regarding the installation of signs on gantry frames, cantilever posts for “wide” roads

- Not mandatory to install signs on gantry frames or cantilever posts, or place additional signs on the left side according to the travel direction of traffic participants on all roads with two or more lanes in each direction;
 

- The installation depends on economic resources and necessity.

4. Regarding the installation of direction signs when placing prohibition signs

- Not mandatory to place direction signs accompanying prohibition signs in urban areas, cities, and traffic systems arranged in a “checkerboard” pattern, with short distances between roads. Vehicles can proactively adjust their direction conveniently through prohibited roads.

- For dead-end roads, bypass roads serving construction, mandatory installation is required.

5. Regarding the effect of sign number R.420 “Residential Area”

- The effect of sign R.420 is implemented according to Section D.17, Appendix D, and Circular 91/2015/TT-BGTVT. Not mandatory to place reminder signs, having effect throughout the area until encountering sign R.421.

- Fully install the system of signs R.420 and R.421 on main roads and branch roads across the entire locality of residential areas as regulated.

6. Regarding the arrangement of sign number R.412 “Lanes Reserved for Specific Vehicle Types”

Allow adding illustrated symbols of various types of vehicles on the same sign for roads with lane segregation schemes for 2 or 3 types of vehicles simultaneously.
7. Regarding the order of light and color of lights, arrows on signal lights

- Traffic participants must comply with the light signal regulations in Article 10 of Technical Regulation 41;

- Investors, consulting units, and construction and installation units will specifically implement further details on the structure of lights, and light sources.

8. Regarding signals for BRT bus routes

- Immediately continue to use and apply these signs, supplementing the word “BRT” above the bus symbols to apply to BRT bus routes;

- Additional worded signs can also be used according to Article 46 of Technical Regulation 41.

9. Regarding the roadmap for replacing traffic signs

- Signs with values different from what needs to be reported must be immediately adjusted, if necessary, use signs with words as stipulated in Article 46 of Technical Regulation 41;

- Prohibition signs with different content and purposes should be adjusted depending on the prohibition purpose and traffic organization;

- Allow signs (P.127 b,c,d), lane segregation, and vehicle signs (R.403, R.404, R.412): Review vehicle symbols on signs, noting the illustrations of passenger cars and general cars;

- Regarding road markings: Priority for immediate replacement for sections with worn, peeled, blurred, ineffective white markings dividing two-way traffic into yellow markings according to Technical Regulation 41;
