Guidelines for vehicle inspection procedures in Vietnam

Auto registration inspection is the process in which specialized authorities test the quality of a vehicle to see if it meets the standards. Below is the latest guide on the vehicle inspection procedures.

According to Clause 18, Article 3 of the Law on Road Traffic, road motor vehicles (motor vehicles) include cars; tractors; trailers or semi-trailers pulled by cars, tractors; two-wheeled motorcycles; three-wheeled motorcycles; mopeds (including electric motorcycles) and similar vehicles. Article 8 of Circular 70/2015/TT-BGTVT on technical safety inspection and environmental protection of road motor vehicles regulates the procedures for car inspection as follows:

Step 1: Preparation of documents

According to Article 5 of Circular 70/2015/TT-BGTVT, the documents needed when bringing the car to the inspection unit for inspection include:

- Owner’s ID card: 03 copies (photo);

- Owner’s household registration: 03 copies (photo);

- Police vehicle registration declaration form: 02 originals (as per the prescribed form);

- Original vehicle documents (VAT invoice, delivery note, inspection, environmental certificate);

- Engine and chassis numbers rubbings, pre-registration tax declaration form (as per the prescribed form);

- Civil liability insurance: 01 original;

- Present the original vehicle registration certificate issued by the competent state authority or one of the valid documents:

- Copy of the vehicle registration certificate certified by the holding bank;- Copy of the vehicle registration certificate certified by the financial leasing organization;- Appointment slip for issuance of the vehicle registration certificate.

- Present the original valid Civil Liability Insurance Certificate of the vehicle owner;

- Submit proof of vehicle origin, including one of the following documents:

- Copy of the quality control slip for domestically produced and assembled vehicles;- Certified copy of the auction sale decision by the authorized level for auctioned vehicles;- Certified copy of the liquidation decision for vehicles of the defense forces, police;- Certified copy of the decision to sell National Reserve vehicles.

- Submit the original Certificate of Technical Safety and Environmental Protection for modified motor vehicles (for newly modified vehicles).

Step 2: The organization or individual brings the vehicle and documents to the inspection unit

When bringing the vehicle to the inspection unit, the organization or individual must carry the documents prepared in step 1, and also provide additional information such as username, password, and access address of the website managing the journey monitoring device for vehicles required to install such devices.

Step 3: Receipt of vehicle inspection and results

- If the inspection unit receives, checks, and compares the dossiers with the data on the inspection management program. If they are incomplete or invalid, the vehicle owner will be guided to complete them again.

Note: The vehicle registration certificate is invalid if there are signs of forgery; the content is altered or erased; it is beyond the validity period.

- If the dossiers are complete and valid, fees will be collected, and the technical safety and environmental protection condition of the vehicle will be checked and assessed, and the inspection slip will be printed.

- If the motor vehicle meets the requirements upon inspection, the inspection unit will collect the inspection certificate issuance fee. The Inspection Certificate, the inspection fee invoice, and the inspection certificate issuance fee receipt will be handed back to the vehicle owner immediately, and the inspection sticker will be affixed to the vehicle.

- Vehicles with only an appointment slip for the issuance of the vehicle registration certificate will be inspected, and if they meet the requirements, only the inspection sticker will be affixed, and an appointment slip for the inspection certificate will be issued. When the vehicle owner presents the vehicle registration certificate, the inspection unit will return the Inspection Certificate.

- If the inspected motor vehicle has defects or damage, the inspection unit will print and send a notice to the vehicle owner of the defects or damage to repair and rectify. If re-inspection is needed, the inspection unit will notify that the vehicle did not pass on the inspection management program. The motor vehicle can be re-inspected at any inspection unit.
