The Law Secretary would like to guide our Customers and Members on the procedure for registering the transfer of ownership of a used motorcycle in 2020 according to the latest regulations in Decision 933/QD-BCA-C08 regarding the announcement of amended and supplemented administrative procedures in the field of registration and management of road motor vehicles under the jurisdiction of the Ministry of Public Security, effective from February 11, 2020, in the article below.

1. Registration of vehicle ownership transfer within the same province
Step 1: Prepare the dossier as prescribed by law, including:
- Vehicle registration declaration (according to the form).
- Proof of pre-registration fee payment.
- Proof of vehicle ownership transfer.
- Vehicle owner's documents.
Number of dossiers: 01 (one) set.
Step 2: Submit the application directly at the reception and result delivery section of the Provincial or Central City Traffic Police Office or the Office's vehicle registration points.
Reception officer: Check the vehicle owner's documents; check and compare the engine number and chassis number affixed to the vehicle registration declaration with the actual vehicle; review the vehicle registration dossier and issue the license plate.
If the vehicle registration dossier is incomplete according to regulations, provide specific, complete guidance once (record the guidance content on the back of the vehicle registration declaration, sign with full name, and be responsible for that guidance) to the vehicle owner to complete the dossier according to regulations.
In case the vehicle registration dossier is complete according to regulations: Issue an appointment slip to the vehicle owner; collect the vehicle registration fee; issue the license plate; instruct the vehicle owner to mark the license plate, load, unladen weight, and the vehicle owner's name on the vehicles as prescribed.
Step 3: Collect the appointment slip, return the vehicle registration certificate to the vehicle owner.
Processing time: Issue the license plate immediately after receiving the valid vehicle registration dossier; The processing time for the vehicle registration certificate does not exceed 2 working days from the date of receipt of the valid dossier.
Subjects implementing administrative procedures: Vehicles already registered at the Provincial Traffic Police Office, now transferring ownership to a new owner within the same province.
Note: In case of a 3, 4 number plate or different plate system, submit the plate back to exchange for a 5 number plate* according to the regulations*.
2. Registration for transfer, relocation of vehicles to another province
This procedure will be carried out by the seller at the place where the vehicle registration was issued.
Step 1: Prepare the dossier as prescribed by law, including:
- 02 vehicle relocation and ownership transfer declarations (according to the form).
- Proof of vehicle ownership transfer.
- Vehicle registration certificate, license plate.
- Documents of the buyer, particularly documents confirming transfer, donation, or gifting of the vehicle.
Number of dossiers: 01 set.
Step 2: Submit the application directly at the reception and result delivery section of the Provincial or Central City Traffic Police Office or the Office’s vehicle registration points.
Reception officer: Check the vehicle owner's documents, receive two relocation and ownership transfer declarations, and the relocation and transfer dossier. Collect the license plate and vehicle registration certificate. Carefully compare the vehicle registration certificate with the vehicle transfer documents. Enter the vehicle ownership transfer and relocation changes into the computer, print 02 relocation transfer slips, and a temporary vehicle registration certificate (if requested by the vehicle owner). Cut the top right corner of the front side of the vehicle registration certificate.
Seal the original dossier with a stamp. Except for the relocation transfer slip, relocation ownership transfer declaration, vehicle registration certificate, and vehicle transfer documents, staple them to the outside of the sealed dossier bag.
Step 3: Return the relocation transfer slip, relocation ownership transfer declaration along with the original dossier to the vehicle owner and issue a temporary vehicle registration certificate, instruct the vehicle owner to attach a temporary license plate as prescribed (if any).
Processing time: No more than 2 working days from the date of receipt of the valid dossier.
3. Registration for ownership transfer of vehicles moving in from another province
This procedure will be carried out by the buyer at the place where the vehicle is relocated.
Step 1: Prepare the dossier as prescribed by law, including:
- Vehicle registration declaration (according to the form).
- Proof of pre-registration fee payment.
- Relocation ownership transfer declaration.
- Relocation transfer slip along with the transfer of ownership documents and the original dossier of the vehicle.
- Vehicle owner's documents.
Number of dossiers: 01 set.
Step 2: Submit the application directly at the reception and result delivery section of the Provincial or Central City Traffic Police Office or the Office’s vehicle registration points.
Reception officer: Check the vehicle owner's documents; inspect the actual vehicle; review the vehicle registration dossier and issue the license plate.
Receive the vehicle registration dossier; check and compare the vehicle owner's documents, vehicle registration declaration with the vehicle’s documents (proof of vehicle ownership transfer, pre-registration fee payment, and vehicle origin documents) as prescribed.
If the vehicle registration dossier is incomplete according to regulations, guide the vehicle owner to complete the dossier as prescribed.
In case the vehicle registration dossier is complete according to regulations: Issue an appointment slip to the vehicle owner; collect the vehicle registration fee; issue the license plate.
Step 3: Collect the appointment slip, return the vehicle registration certificate to the vehicle owner.
Processing time: Issue the license plate immediately after receiving the valid vehicle registration dossier; the processing time for the vehicle registration certificate does not exceed 2 working days from the date of receipt of the valid dossier.
