05 Types of Vehicles Required to Register Yellow Plates in Vietnam from August 1, 2020
According to Clause 2 Article 26 of Circular 58/2020/TT-BCA regulating the process of issuing and revoking registration and plates for road motor vehicles, vehicles engaged in transport business before August 1, 2020, must switch to yellow plates with black letters and numbers by December 31, 2021.
According to Clause 2 Article 3 of Decree 10/2020/ND-CP regulating the business and business conditions for transport by automobile, doing business in transport by automobile involves carrying out at least one of the main stages of the transport activity (directly operating the vehicle, driving the vehicle, or deciding the transport fare) to transport passengers or goods on roads for profitable purposes.
The 05 types of transport business vehicles currently required to register for yellow plates include:
1. Business of passenger transport on fixed routes: The business of passenger transport by automobile with designated departure and arrival bus stations and with a specific schedule and route.
2. Business of passenger transport by bus on fixed routes is the business of passenger transport by automobile with designated passenger pickup and drop-off points, operating according to a specific schedule and operational range, including inner-province and inter-province bus routes. Specifically:
- Inner-province bus route covers the operational range within the territory of a province or centrally-run city.
- Inter-province bus route covers the operational range within the territories of two or three provinces or centrally-run cities.
3. Business of passenger transport by taxi: Using automobiles with a maximum seating capacity of fewer than 9 seats (including the driver) to transport passengers according to schedules and routes requested by passengers; employing a meter to calculate the trip fare or using software to book, cancel, price, and directly connect with passengers through electronic means.
4. Business of passenger transport by contract on non-fixed routes: The business of passenger transport by automobile performed under a written or electronic transport contract (hereinafter referred to as transport contract or electronic contract) between the transport business unit and the hirer who wishes to rent an entire vehicle (including the driver).
5. Business of tourist transport by automobile is carried out according to a transport contract or a travel contract in written or electronic form between the automobile tourist transport business unit and the hirer who wishes to rent an entire vehicle (including the driver) to transport tourists according to the travel program.
Note: Clause 5, Article 36 of Decree 10/2020/ND-CP stipulates that transport business licenses by automobile and badges already granted to the units and automobiles for the transport of goods in businesses that do not charge directly (transport business by automobile where the business unit performs the transport stage and at least one other stage from production to consumption of products or services and collects transport fees through revenue from those products or services) are no longer valid; these units and vehicles are not required to be granted transport business licenses by automobile and badges from April 1, 2020. These entities will not be considered transport business vehicles and are not required to register for yellow plates in Vietnam .
Procedures for Registering Yellow Plates for Vehicles Engaged in Transport Business
Step 1: Prepare Documents
According to Clause 3, Article 11 of Circular 58/2020/TT-BCA, vehicle owners must prepare the following documents when changing license plates:
- Vehicle registration declaration.
- License plates.
- Identification documents.
- For Vietnamese vehicle owners: Present National ID card or Citizen ID card or Household registration book.- For armed forces: Present the Police ID card, Military ID card, or a letter of confirmation from the head of the unit or department from regiment level, District Police branch, or higher (if no armed force ID card is available).- For overseas Vietnamese residing, living, or working in Vietnam: Present Temporary residence book or Household registration book or Passport (valid) or other valid documents replacing the passport.
Step 2: Submit Documents
Vehicle owners submit the documents at the Road Traffic Police Department of the province or centrally-run city.
Step 3: Receive Results
According to Clause 1, Article 4 of Circular 58/2020/TT-BCA, vehicle owners receive the new license plates immediately after submitting valid registration documents.
