This is a noteworthy content stipulated in Official Dispatch 4103/BGTVT-VT regarding the implementation of Directive 19/CT-TTg dated April 24, 2020, and the conclusions at the meeting of the Standing Committee of the Government of Vietnam dated April 28, 2020, by the Prime Minister of the Government of Vietnam.

To be specific, interprovincial passenger transportation in the road sector will be applied from 12:00 a.m. on April 29, 2020, until further notice as follows:
- For passenger transportation in provinces and cities under central management in the High-Risk Group: Fixed-route interprovincial passenger transport is allowed to operate but not exceeding 50% of the trips in the approved schedule; compliance with measures ensuring the prevention and control of the epidemic is mandatory.
- For passenger transportation in provinces and cities under central management in the Low-Risk Group: Fixed-route interprovincial passenger transport companies are allowed to operate 100% of the trips in the approved schedule; compliance with measures ensuring the prevention and control of the epidemic is mandatory.
In Notice 164/TB-VPCP dated April 23, 2020, regarding the conclusion of Prime Minister of the Government of Vietnam Nguyen Xuan Phuc at the government's regular meeting on the prevention and control of Covid-19, it clearly states that the provinces and cities in the high-risk group include: "Hanoi City. Me Linh and Thuong Tin districts of Hanoi City, Dong Van district of Ha Giang province, Yen Phong district of Bac Ninh province are high-risk areas."
Thus, interprovincial passenger transportation is regulated as follows:
- Interprovincial passenger vehicles in Hanoi, Bac Ninh, Ha Giang are allowed to operate but not exceeding 50% of the trips;- Interprovincial passenger vehicles in the remaining centrally-governed provinces and cities are allowed to operate 100% of the trips.
Additionally, the Official Dispatch also specifies the plan for intraprovincial passenger transportation as follows:
- The Chairman of the Provincial People's Committee, centrally-governed cities will decide specifically regarding the operation of passenger transport by buses, taxis, contracts, tourism, and fixed-route intraprovincial passenger transport;- The People's Committee of the province, centrally-governed cities at both ends of the route will agree on the operation of interprovincial passenger transport by buses.
