On December 30, 2019, the Government of Vietnam issued Decree 100/2019/ND-CP regulating the administrative penalties in the field of road and railway traffic, replacing Decree 46/2016/ND-CP.

Complete new fines for cars and motorcycles from January 01, 2020
This Decree has significantly increased the penalties for a number of road traffic violations, notably increasing the fine for the act of riding a motorbike while listening to music by 5 times.
To be specific, point h Clause 4 Article 6 of Decree 100/2019/ND-CP stipulates a fine ranging from 600,000 VND to 1,000,000 VND for operators of motorcycles, mopeds (including electric motorcycles), vehicles similar to motorcycles, and vehicles similar to mopeds for any of the following violations:
"h) Operators using umbrellas (parasols), mobile phones, audio devices, except hearing aids while driving."
Thus, according to this regulation, from January 01, 2020, anyone who drives and uses a phone or listens to music will be fined up to 1,000,000 VND.
Previously, under Decree 46/2016/ND-CP, the fine for this act was only from 100,000 VND to 200,000 VND.
Additionally, to enhance the deterrent effect of the law, under this Decree, in addition to the fine, operators of motorcycles, mopeds, and similar vehicles using audio devices will also be subject to an additional penalty of license suspension from 01 month to 03 months.
