The Vietnam Register issued Official Dispatch 5300/DKVN-VAR dated December 28, 2022 on improving the role and responsibility of the inspection of technical safety and environmental protection of road motor vehicles to create favorable conditions for people and businesses when going for inspection.

Thus, vehicles with the following non-original errors are still approved for registration, including:

1. Errors of vehicle eligible to be approved for registration in Vietnam

(1) The paint color is not the same as the paint color stated in the vehicle registration certificate: Stickers on the body and tires are also considered in this category.

(2) Body shell, cockpit, cargo box: Intake air from the engine, exhaust gas into the car compartment, cockpit;

Including cases where the car's coating is scratched without causing distortion without affecting the vehicle's identity;

The replacement grille and steering wheel have the same shape, size, and materials as the old grille and steering wheel, without changing the vehicle's structure.

For trucks that have been used for many years, it is possible to replace the box cover with new ones without changing the size, volume and structure of the old box.

In case the truck has a roof, covered with tarpaulin with additional corrugated iron to serve the purpose of shading the sun and rain, which is not in accordance with the manufacturer's design, the registration center shall guide customers to comply with Article 6 of Circular 07/VBHN-BGTVT regulates the improvement of road motor vehicles, and must ensure that the installation does not affect the size, mass, and structure of the vehicle.

(3) Steps up and down: Corrosion, perforation;

Including step up and down installed additionally but do not change the width and ground clearance.

(4) Visibility: Installing additional objects that limit the driver's vision in the front and sides

For example: front windshield sunshade, dash cam.…

(5) Front illuminator: lens, reflector, frosted, cracked;

New replacement lamps ensure the same shape, size, and type of bulb (incandescent, halogen, led, and bixenon) and do not change the structure of the vehicle's electrical system.

Fog lights and underbody lights, which are mounted lower than lights, emit yellow or white light with a downward beam.

(6) Check the wheel: The tire pressure is not correct.

New replacement lamps ensure the same shape, size, and type of bulb (incandescent, halogen, led, bixenon) and do not change the structure of the vehicle's electrical system.

2. The contents strictly implemented by the vehicle registration unit in Vietnam

- Registration units are absolutely not allowed to arbitrarily close or stop to serve the needs of motor vehicle inspection. VCA will inspect and strictly handle violations.

- For vehicles with inspection items that are deemed defective or have minor damage that does not affect technical safety or environmental protection (minor defects, or MiD), registration units shall issue the Certificate of Safety and Environmental Protection in accordance with the provisions of Circular 16/2021/TT-BGTVT.

In order for the registry units to conduct the assessment in a uniform manner in a fast and convenient way for people and businesses, the Vietnam Registry Department clarified a number of contents stated in the attached appendix.

- Motor vehicle registration units shall publicly post the contents of Section 2 in the form of a whiteboard background notice board or green, blue, or white letters (or electronic boards), in conspicuous and legible hanging positions at places where inspection procedures are pending; announced in the media for people and businesses to understand.

- The Department of Motor Vehicle Inspection has added instructions to the General Department of Transport's website, in which it is clearly recommended that the vehicle owner actively register for the inspection schedule, proactively check and maintain the vehicle before sending it for inspection, in order to limit the content that fails and must be inspected many times, causing overload and congestion at the registration units.

- The Department of Motor Vehicles requires the heads of motor vehicle registration units to seriously implement it. During the implementation process, if any difficulties or problems arise, they should promptly report them to the Department of Motor Vehicles (via the Department of Motor Vehicle Inspection) for timely handling measures.
