1. What is motor vehicle inspection?
According to Clause 1, Article 3 of Circular 16/2021/TT-BGTVT, technical safety and environmental protection inspection of motor vehicle (hereinafter referred to as “inspection”) refers to the first-time and periodic inspection and assessment of technical safety and environmental protection of motor vehicles according to regulations and standards.
2. Location of inspection in Vietnam
- Preparation of vehicle dossiers and inspection documents (including cases of revision of vehicle dossiers) of motor vehicles shall be implemented at any register entities in the country.
- Motor vehicles must be inspected in inspection line.
In case oversize motor vehicles cannot enter inspection line, inspect operation and brake effectiveness on test roads outside of inspection line.
Note: For motor vehicles operating in islands where roads are not available to reach register authority; motor vehicles operating in areas secured in terms of safety, security, national defense that cannot access register authority; motor vehicles performing emergency missions (natural disaster, disease prevention and remediation), inspection shall be performed outside of inspection authority as per Clause 3 Article 8 hereof.

3. Details of inspection, methods of inspection, and defects of motor vehicles in inspection in Vietnam
According to Clause 1, Article 7 of Circular 16/2021/TT-BGTVT, details of inspection, methods of inspection, and defects of motor vehicles in inspection are prescribed under Schedule 1 Annex II attached to Circular 16/2021/TT-BGTVT.
* Levels of Defects of motor vehicles in inspection
According to Clause 2, Article 7 of Circular 16/2021/TT-BGTVT, defects of motor vehicles in inspection are categorized as follows:
- Minor defects (MiD) refer to defects that do not cause loss of technical safety and environmental pollution when the motor vehicles participate in traffic. Motor vehicles are still eligible for issuance of certificate of inspection;
- Major defects (MaD) refer to defects that may cause loss of technical safety or environmental pollution when the motor vehicles participate in traffic. Motor vehicles are not eligible for issuance of certificate of inspection; defects must be rectified for re-inspection;
- Dangerous defects (DD) refer to defects that cause direct and immediate danger when motor vehicles participate in traffic.
Motor vehicles are not eligible for issuance of certificate of inspection and traffic participation; defects must be rectified for re-inspection.
Note:
- Motor vehicles that have multiple defects in multiple categories shall be assessed based on the highest category.
- Motor vehicles that have multiple defects of the same category shall fall under a higher category if the combination of said defects pose a higher danger to motor vehicles.
- In case motor vehicles undergo re-inspection in the same day in the same register authority, register authority shall only inspect the defects.
With respect to work items relating to brake or steering system that fails to qualify, conduct re-inspection of the entire brake and/or steering system.
In case of conducting re-inspection in other days or in other register authorities, inspect every work item again;

* Stages in motor vehicle inspection
According to Clause 6, Article 7 of Circular 16/2021/TT-BGTVT, examination and assessment of technical safety and environmental protection of motor vehicles must be conducted by inspecting personnel; each motor vehicle can be assigned to one or multiple inspecting personnel.
Examination and assessment of technical safety and environmental protection of motor vehicles are divided into 5 stages, detail inspection work of each stage is specified under Schedule 2 Annex II attached hereto, 5 stages include:
- Stage 1: identification and general examination;
- Stage 2: upper section examination;
- Stage 3: brake effectiveness and horizontal sliding examination;
- Stage 4: environment examination;
- Stage 5: lower section examination.
* Regarding photographing motor vehicles arriving for inspection in register authority
Motor vehicles arriving for inspection must be photographed in register authority, to be specific:
- Photograph vehicle appearance and registered license plate of motor vehicles to print on record of inspection: Photograph must display vehicle appearance and license plate, motor vehicles must take account of 75% of the photograph.
- Photograph motor vehicle to print on Certificate of inspection: The photograph must be taken at a 45O angle from the back and on the right side of the vehicle in such a manner that the photograph displays the vehicle appearance and license plate, and 75% of the photograph must display the vehicle.
- Photograph cargo bay; photograph passenger compartment from the front of the vehicle and from the rear of the vehicle in case of passenger automobiles with more than 9 seats (including driver’s seat).
- Photograph must be in high definition (minimum resolution of 1280 x 720) and display time and date of photograph.
