On December 30, 2019, the Government of Vietnam issued Decree 100/2019/ND-CP regulating the sanctioning of administrative violations in the field of road and railway traffic, replacing Decree 46/2016/ND-CP.

This Decree has increased the penalties for a series of violations of road traffic regulations. Notably, it significantly raises the fines for the act of reversing on the highway with penalties reaching up to 18 million VND.
To be specific, point a, Clause 8, Article 5 of Decree 100 stipulates a fine ranging from 16,000,000 VND to 18,000,000 VND for drivers committing one of the following violations:
“a) Driving in the opposite direction on the highway, reversing on the highway, except for priority vehicles performing urgent duties as per regulations;”
Previously, under the provisions of Decree 46, the act of reversing a car on the highway was only subject to a fine ranging from 800,000 VND to 1,200,000 VND.
In addition to monetary penalties, this Decree also increases the supplementary penalties for drivers committing the aforementioned act, specifically, revoking the driving license from 05 to 07 months. Meanwhile, Decree 46 only stipulated license revocation from 02 to 04 months.
Thus, for the same violation, this Decree increases the penalty over 10 times compared to Decree 46. The significant increase in fines aims to raise the compliance awareness of traffic law among road users, thereby contributing to reducing traffic accidents on the highway.
