Decree 100/2019/ND-CP: Violations and penalties for violations when participating in traffic on expressways in Vietnam (Illustrative image)

According to Decree 100/2019/ND-CP, the following penalties will be imposed for violations of traffic rules when vehicles are driving on the expressway:

1. For automobiles and similar types of vehicles in Vietnam

- A fine of 3,000,000 VND to 5,000,000 VND for drivers committing one of the following acts:

- Failing to comply with regulations when entering or exiting the expressway;- Driving in the emergency lane or the roadside of the expressway;- Changing lanes at non-permitted locations or without prior signaling when driving on the expressway;- Failing to comply with the safe distance regulations with the vehicle in front when driving on the expressway.

- A fine of 6,000,000 VND to 8,000,000 VND for drivers committing one of the following acts:

- Stopping or parking in non-designated areas on the expressway;- Failing to signal to other drivers when required to stop or park in non-designated areas on the expressway;- Making a U-turn on the expressway.

- A fine of 16,000,000 VND to 18,000,000 VND for drivers driving in the opposite direction on the expressway or reversing on the expressway, except for emergency vehicles performing urgent duties as regulated.

2. For motorcycles, mopeds (including electric bikes), motorcycles similar to mopeds, and similar types of vehicles in Vietnam

- A fine of 2,000,000 VND to 3,000,000 VND for drivers entering the expressway, except for vehicles used for expressway management and maintenance.

- A fine of 4,000,000 VND to 5,000,000 VND for drivers entering the expressway causing a traffic accident.

3. For tractors, specialized vehicles in Vietnam

- A fine of 800,000 VND to 1,000,000 VND for drivers committing one of the following violations:

- Failing to comply with regulations when entering or exiting the expressway;- Driving in the emergency lane or the roadside of the expressway;- Changing lanes at non-permitted locations or without prior signaling when driving on the expressway;- Failing to comply with the safe distance regulations with the vehicle in front when driving on the expressway.

- A fine of 3,000,000 VND to 5,000,000 VND for drivers committing one of the following violations:

- Stopping or parking in non-designated areas on the expressway;- Failing to signal to other drivers when required to stop or park in non-designated areas on the expressway;- Making a U-turn on the expressway.

- A fine of 10,000,000 VND to 12,000,000 VND for drivers committing:

- Reversing on the expressway; driving in the opposite direction on the expressway;- Driving a specialized vehicle with a design speed of less than 70 km/h or a tractor entering the expressway, except for vehicles used for expressway management and maintenance.

4. For bicycles, motorized bicycles (including electric bicycles), and other rudimentary vehicles in Vietnam

- A fine of 400,000 VND to 600,000 VND for drivers entering the expressway, except for vehicles used for expressway management and maintenance.

5. For pedestrians

- A fine of 100,000 VND to 200,000 VND for pedestrians entering the expressway, except for those performing expressway management and maintenance duties.

6. For persons leading or herding animals, or driving animal-drawn vehicles

- A fine of 400,000 VND to 600,000 VND for persons leading, herding animals, or driving animal-drawn vehicles entering the expressway unlawfully.

7. For passenger automobiles, passenger-carrying vehicles, and similar types of vehicles

- A fine of 5,000,000 VND to 7,000,000 VND for violations related to picking up or dropping off passengers on the expressway.

8. For trucks, tractors (including trailers or semi-trailers) and similar types of vehicles for transporting goods

- A fine of 5,000,000 VND to 7,000,000 VND for violations related to picking up or dropping off goods on the expressway.

In addition, the act of using commercial transport vehicles to pick up or drop off passengers; picking up or dropping off goods on the expressway will be fined from 7,000,000 VND to 10,000,000 VND for individuals and from 14,000,000 VND to 20,000,000 VND for transport business organizations and support service providers.

Above are all the violations and penalties that can be applied to vehicles if they violate traffic rules while driving on the expressway as stipulated in Decree 100/2019/ND-CP. Our customers and members should note these violations to avoid unfortunate penalties.
