Decree 100/2019/ND-CP: Motorcycles running red or yellow lights subject to fines up to 1 million VND

Complete new fines for cars and motorcycles from January 1, 2020

Point e, Clause 4, Article 6 of Decree 100/2019/ND-CP stipulates that operators of motorcycles, mopeds (including electric bicycles), similar vehicles to motorcycles, and other types of motorbikes violating traffic signal orders will be fined from VND 600,000 to VND 1,000,000.

According to the previous regulation at Point c Clause 4 Article 6 of Decree 46/2016/ND-CP, the fine for violating traffic signal orders ranged from VND 300,000 to VND 400,000.

Thus, from January 1, 2020, motorcycle, moped operators (including electric bicycles), similar vehicles to motorcycles, and other types of motorbikes violating traffic signal orders will see the maximum fine increased up to 2.5 times compared to the old fine stated in Decree 46.

Traffic signal orders are specified in Clause 3, Article 10 of the Law on Road Traffic 2008 as follows:

3. Traffic signal lights have three colors, specified as follows:

a) Green light means go;

b) Red light means stop;

c) Yellow light means stop before the stop line, except when the vehicle has crossed the stop line, then it is allowed to proceed; in the case of a flashing yellow light, the vehicle is allowed to proceed but must slow down, ensure safety, and give way to pedestrians crossing the street.
