On December 30, 2019, the Government of Vietnam issued Decree 100/2019/ND-CP regulating the handling of administrative violations in the field of road and railway traffic, replacing Decree 46/2016/ND-CP.

Complete fines for violations for cars and motorcycles from January 1, 2020
Decree 100/2019/ND-CP increased the maximum penalties for violations of alcohol concentration regulations. Specifically:
- The highest penalty for car drivers is 30-40 million VND, revoking the driving license for 22-24 months;
- The highest penalty for motorcycle drivers is 6-8 million VND, revoking the driving license for 22-24 months;
- The highest penalty for bicycle drivers is 400-600 thousand VND (This is a completely new addition in Decree 100, as Decree 46 did not have regulations on alcohol concentration violations by bicycle drivers).
Additionally, Decree 100/2019/ND-CP also amends the regulations on penalties for violations detected using technical monitoring devices. Specifically, the vehicle owner is responsible for cooperating with the authorities when their vehicle is involved in a violation. If they do not cooperate or cannot prove or explain that they were not the person operating the vehicle during the violation, they will be fined according to the detected violation.
