Draft of the Road Traffic Law (amended), replacing the Road Traffic Law 2008, is being opened for public comments online.

This Draft Law has added several prohibited acts related to road traffic compared to the current regulations in the Road Traffic Law 2008. In total, the Draft specifies 29 prohibited acts in the field of road traffic (currently, the Road Traffic Law 2008 includes only 23 acts), specifically as follows:
Damaging road works; (Currently, this includes damaging roads, bridges, tunnels, ferry terminals, traffic lights, signposts, mirrors, road separators, drainage systems, and other infrastructure components of road traffic)
Illegally digging, drilling, and cutting roads; illegally placing or leaving obstacles on the road; placing or scattering sharp objects, pouring slippery substances on the road; illegally leaving materials, waste, and garbage on the road and in the safety corridor of roads; creating unauthorized roads, connecting illegally to main or branch roads; arbitrarily dismantling, moving or misusing road works;
3. Filling, encroaching, or illegally using road land, road safety corridors; (Newly added prohibited act in the Draft)
Illegally using roadway, sidewalks, and pavements;
Putting motor vehicles and special-purpose vehicles that do not meet technical safety and environmental protection standards into road traffic;
Altering the main components, parts, and accessories of motor vehicles to temporarily meet vehicle technical standards for inspection;
Racing, promoting, organizing illegal races, swerving, or reckless driving;
Operating road motor vehicles while having drugs in the body;
Operating vehicles in road traffic with alcohol concentration in blood or breath;
Operating motor vehicles without a driver's license as prescribed; operating special-purpose vehicles in road traffic without a certificate of law knowledge on road traffic, or a certificate or license to operate special-purpose vehicles;
11. Operating transport business vehicles without a professional driver's certificate for transport business vehicles; (Newly added prohibited act in the Draft)
Handing over motor vehicles or special-purpose vehicles to those who are unqualified to operate them in road traffic;
Driving motor vehicles overspeed, overtaking recklessly;
Honking continuously, honking from 10 PM to 5 AM, using air horns, using high beams in urban areas and densely populated areas, except for authorized emergency vehicles as prescribed by this Law;
Installing and using horns and lights not designed by the manufacturer for each type of motor vehicle; using audio devices that cause traffic order and public order disturbances.
Transporting prohibited goods, illegally transporting or failing to fully implement regulations on transporting hazardous materials, wild animals;
Threatening, insulting, competing for, pulling passengers; forcing passengers to use services against their will; changing the route, dropping off passengers, or other acts to evade authorities in detecting overloaded vehicles, or carrying more passengers than allowed;
Operating a transport business with motor vehicles without meeting the business conditions as prescribed;
Fleeing the scene after causing a road traffic accident to evade responsibility;
Intentionally not helping traffic accident victims when conditions allow;
Infringing on the life, health, and property of the affected people and those who cause road traffic accidents;
Taking advantage of traffic accidents to assault, threaten, incite, pressure, disturb order, and hinder handling of road traffic accidents;
Abusing one's position, power, profession, or others to violate road traffic laws;
Illegally producing, using, or trading motor vehicle license plates and special-purpose vehicle license plates;
Violating road traffic rules endangering people and vehicles in road traffic, causing damage to public or private property;
26. Using hands to use mobile phones while operating vehicles in traffic; (Newly added prohibited act in the Draft)
27. Throwing bricks, soil, stones, sand, or other objects at people or vehicles in road traffic; (Newly added prohibited act in the Draft)
28. Operating motor vehicles in parallel impeding road traffic; (Newly added prohibited act in the Draft)
29. Turning around, reversing, or driving in the wrong direction on expressways. (Newly added prohibited act in the Draft)
Thus, it can be seen that, compared to the Road Traffic Law 2008, the Draft has added 6 more prohibited acts related to road traffic.
