This is a notable content stipulated in Circular 58/2020/TT-BCA which regulates the procedures for issuance and revocation of registration and license plates of road motor vehicles, effective from August 1, 2020.

To be specific, according to Circular 58/2020/TT-BCA, vehicle registration certificates, automobile, and motorcycle license plates will be revoked in the following cases:
- The vehicle is damaged and cannot be used or is destroyed due to objective reasons.
- The vehicle's engine and frame are dismantled to replace parts for another vehicle.
- Temporary imported vehicles of foreign agencies, organizations, or individuals that are re-exported or transferred in Vietnam.
- Duty-free imported vehicles that are now transferred for other purposes.
- Vehicles registered in special economic-commercial zones or international border-gate economic zones according to the Government of Vietnam regulations upon re-export or transfer into Vietnam.
- Stolen or appropriated vehicles that cannot be found, and the vehicle owner requests the revocation of the vehicle registration certificate.
- Vehicles that are past their usage limit; vehicles not permitted to circulate according to the law; vehicles concluded by competent authorities to be welded or re-engraved with engine numbers or chassis numbers.
- Vehicles registered with an incorrect license plate system according to Circular 58/2020/TT-BCA.
- Vehicles subject to ownership transfer. (Currently, Circular 64/2017/TT-BCA only stipulates revocation for vehicles registered and issued with a blue background, white letters and numbers; vehicles with license plate code 80 with a white background, black letters, and numbers when there is a decision to transfer, sell, gift, or donate the vehicle).
- Military vehicles no longer in need of civil license plates.
- Registered vehicles found to have fake documents or non-conforming license plates.
Thus, compared to the current regulations in Circular 15/2014/TT-BCA and Circular 64/2017/TT-BCA, Circular 58/2020/TT-BCA has added 04 more cases requiring the revocation of vehicle registration certificates and vehicle license plates, specifically: vehicles registered with an incorrect license plate system according to Circular 58/2020/TT-BCA; vehicles subject to ownership transfer; military vehicles no longer in need of civil license plates; and registered vehicles found to have fake documents or non-conforming license plates.
Vehicle owners or authorized service organizations/individuals shall directly submit the vehicle registration certificate and license plate to the registration authority or directly to the commune-level police station where they reside. In cases where the vehicle registration certificate or license plate, or both, are lost, the vehicle owner must provide a written explanation of the reasons for the loss.
Officers responsible for vehicle registration duties will receive the information and proceed with the revocation of the vehicle registration certificate and license plate in the system, and issue a revocation certificate according to regulations.
