1. What is National University?

According to Article 2 of Decree 186/2013/ND-CP, National University is a public higher education institution consisting of a combination of universities and member scientific research institutes of different professional fields, organized at two levels to train higher education levels.

- Being a high-quality multi-disciplinary and multi-field training and scientific research center, prioritized for investment and development by the State.

- The National University has legal status, has its own seal with the national emblem, and has its own account; is the focal point assigned the targets in the budget and plan.

- National universities are under the state management of the Ministry of Education and Training for education and training, the Ministry of Science and Technology for science and technology, other ministries and branches, and the People's Committee of the province where the National University is located in the assigned field in accordance with the Government's regulations and the law.

2. Tasks and powers of the National University in Vietnam

The National University in Vietnam has the duties and powers specified in Article 3 of Decree 186/2013/ND-CP as follows:

- Formulate strategies, master plans, and development plans for the National University.

- Organize training activities, scientific research, and international cooperation in accordance with the law; train and foster scientific talents; transfer knowledge; and provide high-quality human resources for socio-economic development and international integration.

- Manage, operate, use, and share shared resources and facilities in the National University, ensuring organic, synchronous, and effective processes; mobilize the resources of society to build the National University into a higher education institution step by step up to international and regional standards.

- Research and provide scientific arguments to contribute to the development of orientations, guidelines, policies, strategies, and plans for the socio-economic development of the country; propose and implement national key scientific research programs according to regulations.

- Implement the regime of information and reporting to the Prime Minister, the Ministry of Education and Training, the Ministry of Science and Technology, and relevant ministries and branches according to regulations;

Subject to the inspection and inspection of the Ministry of Education and Training, the Ministry of Science and Technology, the Government Inspectorate, relevant ministries and branches, and the People's Committee of the province where the National University is located according to regulations.

- Have a high degree of autonomy in activities of training, scientific research, finance, international relations, and organizational structure according to the Regulation on Organization and Operation of the National University and member higher education institutions, and have a specific financial mechanism prescribed by the Prime Minister.

- Pilot the opening of new training disciplines and specialties, in addition to the list of prescribed training disciplines and specialties, in order to meet social needs and perform on the basis of satisfying all the conditions as prescribed; report to the Ministry of Education and Training for monitoring and inspection.

- Be approved for joint training programs with foreign countries at the university, master's, and doctoral levels organized at the National University in accordance with law.

- Work directly with ministries, ministerial-level agencies, agencies attached to the Government, People's Committees of provinces, and centrally run cities. When necessary, the President of the National University shall report to the Prime Minister on issues related to the operation and development of the National University.

- Perform other duties and powers as prescribed by law.
