Recently, the Government of Vietnam has unanimously issued Decree 71/2020/ND-CP stipulating the roadmap for the implementation of raising the standard training level for preschool, primary, and secondary school teachers. Many educators are wondering what benefits they will receive when upgrading their teaching standards.

THU KY LUAT provides the following clarification:
According to Clause 1, Article 10 of Decree 71/2020/ND-CP, teachers assigned to higher education training will receive the following benefits:
a) They will be facilitated with time by the management and utilization agency; supported with tuition fees (according to the current legal regulations for pedagogical students);
b) The training time will be counted as continuous working time;
c) They will receive 100% salary and other policies and allowances as prescribed by law.
Thus, teachers subject to the implementation of the roadmap for improving teachers' standards as stipulated in Article 2 of Decree 71/2020/ND-CP will receive support for tuition fees, and the training time will be counted as continuous working time. Additionally, teachers will receive 100% salary and other policies and allowances according to current legal regulations.
The above provisions will take effect soon (August 18, 2020), and at that time teachers will be responsible for:
- Complying with the training regulations, curriculum, and training time rules; being under the management of the training institution during the training activities;
- Committing to performing duties at preschool education institutions and general education institutions for at least double the training time after completing the training program;
- Throughout the course duration, teachers must still perform their work tasks as prescribed when not participating in training activities;
This Decree stipulates that in the event teachers do not complete the training program within the prescribed time and thus extend the training period, they must bear the additional training costs incurred during the extended training period.
