Vietnam: Raising foreign language output standards for Master's degrees in the near future

Recently, the Ministry of Education and Training of Vietnam has issued Circular 23/2021/TT-BGDĐT on enrollment and training for masters degree. According to this Circular, the output standards for foreign language proficiency of the master's training program will be changed from October 15, 2021.

Specifically, at Point b, Clause 1, Article 12 of Circular 23/2021/TT-BGDĐT of Vietnam, one of the conditions for a student to be recognized as graduate is:

 Having foreign language proficiency satisfactory to graduation standard of training program prior to being considered for graduation; evidenced by one of the following diplomas or certificates:

- A foreign language certificate equivalent to Level 4  according to the 6-level Foreign Language Competency Framework for Vietnam specified in the Appendix to the Regulation on enrollment and training at master's level promulgated together with Circular 23/2021 

- Other equivalent certificates announced by the Ministry of Education and Training of Vietnam

- Graduate degrees or higher in programs delivered entirely in foreign languages

Currently, according to Point a, Clause 1, Article 32 of Circular 15/2014/TT-BGDĐT, the conditions for graduating with a master's degree are that learners must reach the foreign language proficiency prescribed by the head of the training institution at the request of the university, science and training council, but must be at least level 3/6  or higher according to the 6-level foreign language competency framework for Vietnam or equivalent (Appendix II);

Therefore, the minimum output standard of foreign language proficiency for master's students has been raised one level from October 15, 2021,

In addition, Circular 23/2021 also stipulates other conditions to be recognized as a master's graduate, including:

- Having completed units of study of training program and thesis, scheme defense sufficiently;

- Fulfilling responsibilities according to regulations of education institutions; not being criminally prosecuted and not being placed under academic suspension or discipline

In addition, the training institution shall consider and issue a decision on recognition of graduation within 02 months from the date the student successfully defends the thesis or project; up to 3 more months in case of having to organize the appraisal of theses and schemes.

At the same time, the training institution shall grant a master's degree to the student within 1 month from the date of the decision on recognition of the graduation.

This regulation takes effect and applies to courses matriculated from October 15, 2021.
