Vietnam: Preschool teachers who meet the training standards will no longer receive a salary coefficient of 1.86

This is a notable content in the Draft Circular stipulating the code, standards for professional titles, and the appointment and salary ranking of public preschool teachers. If the draft is approved, teachers who meet the training standards according to the Education Law 2019 of Vietnam will no longer enjoy the salary coefficient of 1.86.

Specifically, the Draft divides preschool teachers' professional titles into 4 categories and provides corresponding salary coefficients. The details of the changes in titles from Joint Circular 20/2015/TTLT-BGDDT-BNV to new titles are as follows:

- Preschool teachers, Grade IV (code V.07.02.06) meeting the standards of Grade III as stipulated in Article 4 of this Circular will be appointed to the professional title of preschool teachers, Grade III;

- Preschool teachers, Grade III (code V.07.02.05) meeting the standards of Grade II as stipulated in Article 5 of this Circular will be appointed to the professional title of preschool teachers, Grade II; Preschool teachers, Grade III (code V.07.02.05) not meeting the standards of Grade II as stipulated in Article 5 of this Circular will be appointed to the professional title of preschool teachers, Grade III;

- Preschool teachers, Grade II (code V.07.02.04) meeting the standards of Grade I as stipulated in Article 6 of this Circular will be appointed to the professional title of preschool teachers, Grade I; Preschool teachers, Grade II (code V.07.02.04) not meeting the standards of Grade I as stipulated in Article 6 of this Circular will be appointed to the professional title of preschool teachers, Grade II.

- Appointed to the professional title of preschool teachers, Grade IV for teachers who have not yet met the training standards.

Thus, for preschool teachers who have not met the training standards stipulated in Article 72 of the Education Law 2019 of Vietnam: "Holding a diploma of college of education or higher for preschool teachers;" will be classified in the professional title, Grade IV.

Based on the above classification, the draft stipulates the salary classification as follows:

- Professional title of preschool teachers, Grade III, will apply the salary coefficients of public employees, Type A0 (from a salary coefficient of 2.10 to a salary coefficient of 4.89);

- Professional title of preschool teachers, Grade II, will apply the salary coefficients of public employees, Type A1 (from a salary coefficient of 2.34 to a salary coefficient of 4.98);

- Professional title of preschool teachers, Grade I, will apply the salary coefficients of public employees, Type A2, group A2.2 (from a salary coefficient of 4.0 to a salary coefficient of 6.38);

- Professional title of preschool teachers, Grade IV, will apply the salary coefficients of public employees, Type B (from a salary coefficient of 1.86 to a salary coefficient of 4.06).

This means, according to this draft, teachers who meet the new training standards will be classified in a professional title, at least Grade III, with a minimum salary coefficient of 2.10. Only teachers who have not met the training standards will be classified in Grade IV and receive a salary coefficient from 1.86 to 4.06.

Additionally, the draft clearly states that newly recruited teachers who have completed the probationary period as required and are currently maintaining a salary coefficient of 1.86 or 2.06, now qualify for appointment to the professional title of preschool teachers, Grade III under the draft’s provisions, will be classified with a salary coefficient of 2.10 for public employees, Type A0, and the next salary increase will be calculated 2 years later for those maintaining a salary coefficient of 1.86.

In summary, once the draft is approved, preschool teachers who have met the new standards stipulated in the Education Law 2019 of Vietnam will no longer receive a salary coefficient of 1.86.
