Vietnam: New guidance on appointment and salary ranking of primary school teachers from March 20, 2021 (Artwork)

Specifically, in Article 7 of Vietnam's Circular 02/2021/TT-BGDDT, specifically, the cases of appointment to the professional title of primary school teacher are as follows:

(1) Officials appointed to the professional titles of primary teachers in accordance with the provisions of Vietnam's Joint Circular 21/2015/TTLT-BGDDTBNV if they meet the standards of the professional title classes outlined in Clause 2 of this Article. In this Circular, they shall be appointed to the professional titles of primary school teachers as follows:

• Grade IV primary school teacher (code V.07.03.09) shall be appointed to the professional title of Grade III primary school teacher (code V.07.03.29);

• Grade III primary school teacher (code V.07.03.08) shall be appointed to the professional title of Grade III primary school teacher (code V.07.03.29);

•  

  Grade II primary school teacher (code V.07.03.07) shall be appointed to the professional title of Grade II primary school teacher (code V.07.03.28).

(2) Grade II primary school teacher (code V.07.03.28) shall be appointed to the professional title of Grade I primary school teacher (code V.07.03.27) when he/she passes the exam/examination for the professional title of primary school teacher.

(3) Primary school teachers of grade II (code V.07.03.07) who have not yet met the standards of the corresponding class as prescribed in Article 4 of this Circular shall be appointed to the professional title of primary school teacher of grade III (code V.07.03.29).

(4) New primary school teachers who are recruited after the end of the prescribed probationary period and are assessed as satisfactory by the head of the public non-business unit shall be appointed to the correct class of primary teacher's professional title.

Note: some principles to ensure when making appointments by professional title for primary school teachers:

- The appointment of professional titles for primary school teachers specified in this Circular must be based on the current working position; ensuring that the standards for professional titles are met as prescribed in Articles 3, 4, and 5 and Article 7 of Vietnam's Circular 02/2021/TT-BGDDT.

- When appointing a teacher from the professional title of primary school teacher according to the provisions of Vietnam's Joint Circular 21/2015/TTLT-BGDDT-BNV to the professional title of primary school teacher under the provisions of this Circular, no combined with professional title promotion.

- There is no basis for the training qualification to appoint to the class of professional title higher than the class of professional title that has been recruited for newly recruited primary school teachers.

Regarding salary ranking for primary teachers' professional titles, Vietnam's Circular 02/2021/TT-BGDDT guides:

- Grade III primary school teachers, code V.07.03.29, may apply the salary coefficient of grade A1 officials, from the salary coefficient of 2.34 to the salary coefficient of 4.98;

- Grade II primary school teachers, code V.07.03.28, may apply the salary coefficient of public officials grade A2, group A2.2, from salary coefficient of 4.00 to salary coefficient of 6.38;

- Grade I primary school teachers, code V.07.03.27, can apply the salary coefficient of A2 and A2.1 public employees, from salary coefficient of 4.40 to salary coefficient of 6.78.
