Vietnam: Latest complete guidance on the latest standard evaluation for teachers in 2020

On August 22, 2018, the Minister of Education and Training of Vietnam issued Circular 20/2018/TT-BGDDT regulating professional standards for teachers at general education establishments. Pursuant to the provisions of this Circular, the standard evaluation for teachers in 2020 is guided as follows:

1. The implementation cycle of standard evaluation for teachers in general education institutions in Vietnam

According to Article 11 of Circular 20/2018/TT-BGDDT, the implementation cycle of standard evaluation for teachers is regulated as follows:

- Teachers self-evaluate once a year at the end of the school year.

- The head of the general education institution conducts evaluations of teachers every two years at the end of the school year.

- In special cases, with the approval of higher-level management authorities, the evaluation cycle for teachers can be shortened.

Therefore, teachers will self-evaluate once a year at the end of the school year. The institution will conduct evaluations every two years at the end of the school year, except in special cases when the evaluation period can be shortened.

2. Evidence for standard evaluation of teachers in general education institutions in Vietnam

To ensure that the standard evaluation of teachers is conducted according to regulations, effectively, and with practical impact on the development of the teaching staff in general education institutions, the Ministry of Education and Training has issued Offcial Dispatch 4530/BGDDT-NGCBQLGD guiding the implementation of Circular 20/2018/TT-BGDDT, which includes 5 standards with 15 criteria for teacher evaluation.

The professional standards for teachers in general education institutions are evaluated on three levels of achievement for each criterion, including:

- Achieved level

- Good level

- Excellent level

Note: The selection and use of evidence in the evaluation process should be appropriate to the practical conditions of the institution and comply with the regulations in Circular 20/2018/TT-BGDDT.

3. Forms for standard evaluation of teachers in general education institutions

According to Appendix II issued with Offcial Dispatch 4530/BGDDT-NGCBQLGD, which guides the implementation of Circular 20/2018/TT-BGDĐT, there are suggested forms for use in the standard evaluation of teachers, including:

- Form 1: Self-evaluation form for teachers in general education institutions

- Form 2: Survey form for colleagues in specialized teams

- Form 3: Summary table of evaluation results by colleagues in specialized teams

- Form 4: Summary table of teacher evaluation results in general education institutions

4. Evaluation process and results of standard evaluation for teachers in general education institutions in Vietnam

** Evaluation process for standard evaluation of teachers in general education institutions:

Section 1, Article 10 of Circular 20/2018/TT-BGDĐT provides the following guidance on the evaluation process for teachers in general education institutions:

- Teachers self-evaluate according to the professional standards for teachers.

- General education institutions collect feedback from colleagues in specialized teams regarding the evaluation of teachers based on the professional standards for teachers.

- The head of the general education institution conducts evaluations and communicates the results of the teacher evaluations based on the self-evaluation results, feedback from colleagues, and the practical implementation of teaching tasks through authentic and appropriate evidence.

** Results of standard evaluation for teachers in general education institutions:

According to Article 2 of Circular 20/2018/TT-BGDDT, the standard evaluation results for teachers in general education institutions are classified into the following 4 levels:

  • Achieved professional standard at a good level: All criteria are achieved at a level of "good" or higher, with at least 2/3 of the criteria achieved at a "good" level, including the criteria specified in Article 5 of the Regulation attached to Circular 20/2018/TT-BGDDT.
  • Achieved professional standard at a satisfactory level: All criteria are achieved at a level of "achieved" or higher, with at least 2/3 of the criteria achieved at a level of "satisfactory" or higher, including the criteria specified in Article 5 of the Regulation attached to Circular 20/2018/TT-BGDDT.
  • Achieved professional standard at a level of "achieved": All criteria are achieved at a level of "achieved" or higher.
  • Not achieved professional standard: Criteria are evaluated as not achieved (criteria are evaluated as not achieved when they do not meet the required level of achievement for that criterion).

The implementation of standard evaluation for teachers in general education institutions is detailed in Section 2 of Offcial Dispatch 4530/BGDDT-NGCBQLGD, which includes the following contents:

- In special cases (e.g., when management authorities at higher levels select and send individuals to participate in training courses), with the approval of the higher-level management authorities, the head of the general education institution can shorten the evaluation cycle and conduct teacher evaluations once a year at the end of the school year, following the complete evaluation process for standard evaluation of teachers mentioned above.

- The collection of evidence (documents, materials, objects, and phenomena used to objectively verify the level of achievement in teaching and educating students in general education institutions, as regulated in Circular 20/2018/TT-BGDDT) to serve the evaluation process needs to be proactively implemented from the beginning of the school year. The process of collecting evidence for teachers should refer to the example of evidence in Appendix I attached to this Document.

- The implementation of the evaluation process according to Article 10 of the Regulation on professional standards for teachers should refer to the forms in Appendix II attached to this Document.

The standard evaluation applies to teachers in primary schools, lower secondary schools, upper secondary schools, schools with multiple levels, specialized schools, boarding ethnic minority schools, and semi-boarding ethnic minority schools (collectively referred to as general education institutions).
