Vietnam: Instructions on salary ranking for secondary school teachers when there is no change in standards

Recently, the Ministry of Education and Training of Vietnam issued Circular 03/2021/TT-BGDĐT stipulating codes, standards for professional titles and appointment and salary ranking of teaching staff in public lower secondary schools.

According to Article 9 of Vietnam's Circular 03/2021/TT-BGDDT, guidance on how to arrange salaries for teachers of public secondary schools when they have not met the training standards (have not raised their qualifications) is as follows: after:

- A grade III lower secondary school teacher (code V.07.04.12) who has not raised the qualification standard as prescribed at point b, clause 1, Article 72 of Vietnam's Law on Education 2019 shall keep the code V.07.04.12 and apply the salary coefficient of the A0 public employee (from the salary coefficient of 2.10 to the salary coefficient of 4.89) until they reach the standard level of training. They will be appointed to the professional title of a class III junior high school teacher (code V.07.04.32); or until retirement, if they are not subject to raising the standard training level as prescribed in Vietnam's Decree 71/2020/ND-CP.

- In case a second-class secondary school teacher (code V.07.04.11) has not yet met the standards of class II (code V.07.04.31), they should be appointed to the professional title of Grade III secondary school teacher (code V.07.04.32). After meeting the standards of Grade II (code V.07.04.31), they will be appointed to the professional title of Grade II middle school teacher (code V.07.04.32) without passing an exam or promotion.

- In case a Grade I middle school teacher (code V.07.04.10) does not meet the standards of Class I (code V.07.04.30) should be appointed to the professional title of middle school teacher. Grade II junior high school student (code V.07.04.31): after meeting the standards of class I (code V.07.04.30), they will be appointed to the professional title of Grade I middle school teacher (code V.07.04.30) without having to pass an exam or consider promotion.

The above is the salary arrangement applied to teachers who have not raised the new training standard according to the provisions of the Education Law 2019 (i.e. do not have a university degree in the field of teacher training or higher or a university degree in a discipline relevant to the subject taught together with a certificate of pedagogy for primary school teachers and above). Therefore, for grade III secondary school teachers, the salary coefficient of grade A0 officials is applied; For grade II secondary school teachers, the salary coefficient of grade A1 officials shall be applied; Grade I secondary school teachers, the salary coefficient of grade A2 officials shall be applied until they meet the prescribed standards.
