This is a notable content of the Draft Circular of the Ministry of Education and Training of Vietnam promulgating Regulations on training at the master's level. According to this Draft Circular, graduates or working people who want to study for a master's degree will not necessarily have to pass the entrance exam as before.
Specifically, according to Clause 2 Article 5 of the Regulations on training at the master's level issued together with the Draft Circular of the Ministry of Education and Training of Vietnam, admission methods for master's degree training include: entrance examination, admission examination or a combination of entrance examination and admission examination.
According to Article 9 of the Regulations on training at the master's level issued together with the Draft Circular of the Ministry of Education and Training of Vietnam, training institutions that organize enrollment by admission method must meet quality assurance requirements on the criteria for admission as follows:
- Based on study results at university level for admission;
- The dean of the specialized faculty shall select at least 02 most important subjects from the compulsory subjects required by the master's degree program to assess the candidate's professional knowledge at the university level;
- Research-oriented master's program: the training institution conducts the admission examination for candidates with a good university degree or higher and evaluates the candidate's research proposal;
- In addition, the head of the training institution shall specify the conditions for admission in the enrollment scheme for each training program, including both research-oriented and practice-oriented training programs.
Concurrently, training institutions that organize enrollment by entrance examination or a combination of entrance examination and admission examination must satisfy the following quality assurance requirements:
- Organize exams for at least 02 most important subjects in the compulsory modules required by the master's degree program to test the candidate's professional knowledge at university level;
- Organize a foreign language test for candidates who are not exempt from the assessment of foreign language ability;
- There is an independent department specialized in performing the function of organizing entrance exams, including a team of managers, examiners, exam issuers, exam question assessors, support officials, technicians, meeting the requirements on quantity and capacity to organize entrance exams;
- Have a bank of exam questions with the number of questions at least 50 times greater than the total number of questions in one exam; exam questions must be drawn randomly from the exam question bank;
- Ensure conditions of facilities and equipment for the exam, suitable to the scale and method of organization of the exam.
Note: The head of the training institution is responsible for organizing the exam honestly, objectively and fairly; explain and take responsibility before the law for the entire exam.
Thus, according to the above regulations, training institutions at the master's level can choose the method of admission examination or entrance examination or a combination of entrance examination and admission examination.
Currently, according to Clause 1 Article 4 of the Circular No. 15/2014/TT-BGDĐT of the Ministry of Education and Training of Vietnam, admission methods for master's degree training include: entrance exam for Vietnamese candidates and admission examination for foreigners who wish to study a master's degree in Vietnam. In which, the entrance exam for master's level includes 3 exam subjects, determined by the head of the training institution, specifically: foreign language subject and foreign language proficiency of the candidate for each training discipline or major; two other exam subjects, in which there is a key subject of the industry, the training major, is determined according to the requirements of the industry or major of training at the master's level. In particular, for a particular industry, major or application-oriented master's training program, the training institution may replace the non-key exam subject with another capacity test method suitable to the requirements of the industry, major or training program.
It can be seen that, when this Draft Circular is approved, in the near future, universities offering master's degrees can choose the method of admission or entrance examination, which means that new graduates or working people may not need to pass the entrance exam to still study for a master's degree, opening up many opportunities to earn a master's degree.
