This issue is specified in Circular 02/2021/TT-BGDĐT on the regulation of codes, standards for professional titles and appointment and salary ranking of teaching staff in public primary schools, effective from March 20, 2021.
Vietnam: From March 20, 2021, what are regulation on salary regime of teacher who havent meet the standards? (Illustration)
According to Vietnam's Circular 02/2021/TT-BGDDT, specific instructions on how to arrange salaries for the professional titles of primary teachers are as follows:
- Grade III primary school teachers, code V.07.03.29, may apply the salary coefficient of grade A1 officials, from the salary coefficient of 2.34 to the salary coefficient of 4.98;
- Grade II primary school teachers, code V.07.03.28, may apply the salary coefficient of public officials grade A2, group A2.2, from salary coefficient of 4.00 to salary coefficient of 6.38;
- Grade I primary school teachers, code V.07.03.27, can apply the salary coefficient of A2 and A2.1 public employees, from salary coefficient of 4.40 to salary coefficient of 6.78.

The problem is that the above salary arrangement is applied to teachers who have met the new training standards as prescribed in the Education Law 2019 (i.e. holding a university degree in teacher training or higher or a university degree in a discipline relevant to the subject taught, accompanied by a certificate of pedagogy for primary school teachers or higher). Therefore, what are the regulations on salary regime for teachers who do not meet the standards prescribed in the Education Law 2019?
To solve this problem, Vietnam's Circular 02/2021/TT-BGDDT clearly states the following:
- Primary school teachers of grade IV (code V.07.03.09) who do not meet the training standards of primary school teachers as prescribed at point b, clause 1, Article 72 of the 2019 Education Law shall keep the code V. .07.03.09 and apply the salary coefficient of grade B officials (coefficient from 1.86 to 4.06) until they reach the standard training level, then they will be appointed to the professional title of grade III primary school teacher (code V.07.03.29); or until retirement, if they are not subject to standard qualifications, they are trained according to the provisions of Vietnam's Decree 71/2020/ND-CP stipulating the roadmap for raising the standard qualifications of preschool, elementary school, middle teachers.
- Grade III primary school teachers (code V.07.03.08) who have not met the standard training standards of primary school teachers as prescribed at Point b, Clause 1, Article 72 of the 2019 Education Law, shall keep the code V.07.03.08 and apply the salary coefficient of grade A0 public employees (coefficient from 2.10 to 4.89) until they reach the standard training level, at which point they will be appointed to the professional title of grade III primary school teacher (code V.07.03.29); or until retirement, if they are not subject to the training standards prescribed in Vietnam's Decree 71/2020/ND-CP.
- In case a grade II primary school teacher (code V.07.03.07) does not meet the standards of class II (code V.07.03.28), they should be appointed to the professional title of grade III primary school teacher (code V.07.03.29) according to the provisions of Clause 3, Article 7 of this Circular. After meeting the standards of class II (code V.07.03.28), they will be appointed to the professional title of grade III primary school teacher (code V.07.03.28) without having to pass an exam or consider promotion.
