Specifically, according to this Decree, for acts of perjury or correction of documents in the enrollment application to be admitted but not to the extent of criminal prosecution, a fine of between VND 10,000,000 and 20,000,000 will be imposed.

Article 9. Violations against regulations on enrollment subjects

5. A fine of VND 10,000,000 to VND 20,000,000 may be imposed for making false statements or correcting papers in the enrollment application in order to gain admission, but not to the extent of criminal prosecution.

In addition to a fine, the person who commits this violation will also be subject to the remedial measure of forcing the return and requesting the competent agency to revoke the issued matriculation decision.

Previously, acts of making false statements or forging documents in enrollment dossiers in order to be admitted were punishable by fines ranging from VND 5,000,000 to VND 10,000,000.It can be seen that, from March 10, 2021, the fine level for this act has doubled according to Vietnam's Decree 04/2021/ND-CP.

In addition, Vietnam's Decree 04/2021/ND-CP also stipulates specific fine levels for acts of violating regulations on other enrollment subjects such as:

- Recruiting the wrong subjects specified in the enrollment regulations at high school: Depending on the number of wrong students, the fine will be from 1,000,000 VND to 10,000,000 VND.

- Recruiting for training at intermediate and college level with the wrong teacher: Depending on the number of wrong students, the fine will be from VND 5,000,000 to VND 30,000,000.

- Recruiting for university-level training for the wrong subjects specified in the enrollment regulations: Depending on the number of wrong students, the fine will be from VND 10,000,000 to VND 100,000,000.

- Recruiting for training at the master's and doctoral levels for the wrong subjects specified in the enrollment regulations: Depending on the number of wrong candidates, the fine will be from VND 20,000,000 to VND 100,000,000.

Note: The fines for these acts apply to the organization. For individuals, for the same act of administrative violation, the fine level is equal to ½ of the fine level imposed on organizations.

The remedial measures in the following cases:

- Forcible cancellation of the admission decision; forced to return to the learner the amount collected and bear all costs of the return organization if the violation is at the fault of both the subject of the violation and the learner.

- Forcible transfer of qualified learners who have been admitted to another educational institution is eligible for permission to conduct educational activities if the learners are not at fault.
