Vietnam: Detailed roadmap for teachers' standards improvement according to Decree No. 71/2020/NĐ-CP

According to current regulations, from July 01, 2020, teachers at all levels from pre-school to lower secondary school in Vietnam shall begin the roadmap to raise the training standard if they are not up to the new standard. Below are the detailed schedules of teachers' standards improvement according to the Decree No. 71/2020/NĐ-CP of the Government of Vietnam.

1. Persons subject to teachers' standards improvement

According to Article 2 of the Decree No. 71/2020/NĐ-CP of the Government of Vietnam, persons subject to teachers' standards improvement include:

Preschool teacher

Not having a pedagogical college diploma or higher.

From July 01, 2020, there are still 07 working years (84 months) until the prescribed retirement age.

Primary school teacher

Not having a bachelor's degree in primary school teacher training or a bachelor's degree in a relevant discipline and having a certificate of pedagogical training or higher.

From July 01, 2020, there are still 08 working years (96 months) for teachers with intermediate qualifications, and 07 working years (84 months) for teachers with college degrees until the prescribed retirement age.

Secondary school teacher

Not having a bachelor's degree in teacher training or a bachelor's degree in a relevant discipline and having a certificate of pedagogical training or higher.

From July 01, 2020, there are still 07 working years (84 months) until the prescribed retirement age.

Note: Officially from January 01, 2021, the retirement age are 60 years 3 months for male employees and 55 years 4 months for female employees (according to Decree No. 135/2020/NĐ-CP dated November 18, 2020 of Vietnam’s Government on retirement age, effective from January 01, 2021).

2. The roadmap for teachers' standards improvement implementation

Regarding preschool teacher

According to Article 4 of the Decree No. 71/2020/NĐ-CP of the Government of Vietnam, the roadmap for raising preschool teacher standards from July 01, 2020 to December 31, 2030 is divided into two phases as follows:

Phase 1: July 01, 2020 – December 31, 2025

Ensuring at least 60% of preschool teachers to be trained or have completed training programs and issued with a pedagogical college diploma.

Phase 2: January 01, 2026 – December 31, 2025

Carrying out for the remaining teachers to ensure that 100% of the preschool teachers who complete the training program are issued with a pedagogical college diploma.

Regarding primary school teacher

According to Article 5 of the Decree No. 71/2020/NĐ-CP of the Government of Vietnam, the roadmap for raising primary school teacher standards from July 01, 2020 to December 31, 2030 is divided into two phases as follows:

Phase 1: July 01, 2020 – December 31, 2025

Ensuring at least 50% of primary school teachers are being trained or have completed a training program with a bachelor's degree.

Phase 2: January 01, 2026 – December 31, 2025

Carrying out for the remaining teachers to ensure that 100% of primary school teachers who complete the training program are issued with a bachelor's degree.

Regarding secondary school teacher

According to Article 5 of the Decree No. 71/2020/NĐ-CP of the Government of Vietnam, the roadmap for raising secondary school teacher standards from July 01, 2020 to December 31, 2030 is divided into two phases as follows:

Phase 1: July 01, 2020 – December 31, 2025

Ensuring at least 60% of secondary school teachers are being trained or have completed a training program with a bachelor's degree.

Phase 2: January 01, 2026 – December 31, 2025

Carrying out for the remaining teachers to ensure that 100% of secondary school teachers who complete the training program are issued with a bachelor's degree.

Note: According to Article 10 of the Decree No. 71/2020/NĐ-CP of the Government of Vietnam, teachers sent for training of teachers' standards improvement will be facilitated by the use and management agencies on time; be supported with tuition fees (in accordance with current regulations of law for pedagogical students); the training period is counted into the continuous working time and is entitled to 100% of salary and other regimes and allowances as prescribed by law.
