Recently, the Ministry of Education and Training of Vietnam has issued 4 circulars stipulating codes, standards for professional titles, and appointment and salary rankings of preschool, elementary, middle, and high school teachers. In particular, the mandatory standard of training for all teachers from March 20, 2021 will have many changes, specifically as follows:

1. For preschool teachers in Vietnam
According to the provisions of Circular 01/2021/TT-BGDĐT, the standards of training and retraining qualifications for the professional titles of preschool teachers are prescribed as follows:
- Having a diploma from a college of pedagogy of preschool education or higher for grade III preschool teachers; a bachelor's degree in early childhood education or higher; or a diploma from a college of preschool education and a bachelor's degree in education administration, for grade II and class I preschool teachers.
Currently, according to Joint Circular 20/2015/TTLT-BGDĐT-BNV, it is required to have a university degree in preschool pedagogy or higher for grade II preschool teachers, a college degree in preschool pedagogy or higher for grade III preschool teachers; have an intermediate degree in preschool pedagogy or higher for grade IV preschool teachers.
- Having a certificate of training according to the professional title standards of a preschool teacher, for grade III, grade II and grade I preschool teachers (for preschool teachers newly recruited into grade III preschool teachers, the certificate must be obtained within 36 months from the date of employment).
Currently, Joint Circular 20/2015/TTLT-BGDĐT-BNV requires a certificate of preschool teacher training for grade II and class III preschool teachers.
2. For elementary school teachers in Vietnam
According to the provisions of Circular 02/2021/TT-BGDDT, the standards of training and retraining qualifications for the professional titles of primary school teachers are prescribed as follows:
- Having a bachelor's degree or higher in the field of teacher training for grade III and class II primary teachers; having a master's degree or higher in the field of teacher training for primary school teachers; having a master's degree or higher in a discipline relevant to the subject to be taught; having a master's degree or higher in educational administration or higher for primary school teachers, class I.
Note: If the subject does not have enough teachers with a bachelor's degree in the field of teacher training for grade III and class II primary school teachers to take, they must have a bachelor's degree in an appropriate discipline and have a certificate of pedagogical training for primary school teachers under the program promulgated by the Minister of Education and Training of Vietnam.
Currently, according to Joint Circular 21/2015/TTLT-BGDĐT-BNV, it is required to have a bachelor's degree in primary pedagogy or a university degree in pedagogy relevant to the subject or higher for primary school teachers of grade II; have a bachelor's degree in elementary pedagogy or a college of pedagogy in a discipline relevant to the subject taught or higher for grade III primary school teachers; have a diploma of primary school pedagogy or a pedagogical intermediate degree in a discipline relevant to the subject taught or higher for grade IV primary school teachers.
- Having a certificate of training according to the standards of the professional title of primary school teacher, for primary school teachers of class III, class II and class I (for primary school teachers newly recruited as primary school teachers of grade III, the certificate must be obtained within 36 months from the date of employment).
Currently, the Joint Circular 21/2015/TTLT-BGDĐT-BNV requires a certificate of training for primary school teachers of class II and class III for primary school teachers of class II and III.
3. For middle school teachers in Vietnam
According to the provisions of Circular 03/2021/TT-BGDĐT, the standards for training and retraining qualifications for the professional titles of junior high school teachers are prescribed as follows:
- Having a bachelor's degree or higher in the field of teacher training for middle school teachers, grade III and class II; holding a master's degree or higher in the field of teacher training for junior high school teachers; having a master's degree or higher in a discipline relevant to the subject to be taught; or holding a master's degree in educational management or higher.
Currently, according to Joint Circular 22/2015/TTLT-BGDĐT-BNV, it is required to have a bachelor's degree in pedagogy or higher or a university degree in a discipline relevant to the subject taught or higher and a certificate of pedagogical retraining for grade I and grade II middle school teachers ; have a college degree in pedagogy or higher or a college degree in a discipline relevant to the subject taught or higher; and have a certificate of pedagogical training for grade III middle school teachers.
Note: For class III and class II teachers, if the subject is not enough teachers have a bachelor's degree in the field of teacher training, they must have a bachelor's degree in an appropriate discipline; have a certificate of pedagogical training for junior high school teachers according to the program promulgated by the Minister of Education and Training.
- Having a certificate of training according to the professional title standards of a junior high school teacher for grade III, grade II and grade I secondary school teachers. (For middle school teachers who are newly recruited as grade III junior high school teachers, they must have a certificate within 36 months from the date of recruitment).
Currently, according to Joint Circular 22/2015/TTLT-BGDĐT-BNV, it is required to have a certificate of training for middle school teachers of grade I for Grade I teachers and Grade II for teachers of Grade II.
4. For high school teachers
According to the provisions of Circular 04/2021/TT-BGDĐT, the standards for training and retraining qualifications for the professional titles of public high school teachers are prescribed as follows:
- Having a bachelor's degree or higher in the field of teacher training for grade III and class II high school teachers; hold a master's degree or higher in the field of teacher training for high school teachers; holding a master's degree or higher in a discipline relevant to the subject they are teaching; or holding a master's degree or higher in educational management or higher.
Note: For grade III and class II upper secondary school teachers, if the subject is not enough, the teacher must have a bachelor's degree in the field of teacher training, a bachelor's degree in an appropriate discipline; and have a certificate of pedagogical training for high school teachers under the program promulgated by the Minister of Education and Training.
Currently, according to Joint Circular 23/2015/TTLT-BGDĐT-BNV, it is required to have a master's degree correct or suitable for the subject taught or higher; if he is a vice-principal, they can replace it with a master's degree in educational management or higher; have a certificate of professional training in pedagogy if they do not have a university degree in pedagogy; a university degree in pedagogy or higher; or a university degree in majors relevant to the subject taught or higher; and a certificate of pedagogical training for grade II upper secondary school teachers and class III.
- Having a certificate of training according to the professional title standards of a high school teacher for grade III, class II and grade I high school teachers. (For high school teachers newly recruited as grade III high school teachers, they must have a certificate within 36 months from the date of recruitment).
Currently, according to Joint Circular 23/2015/TTLT-BGDDT-BNV, the certificate of training for upper secondary school teachers is required for Grade I and Grade II teachers.
Thus, it can be seen that the standards of training and retraining qualifications for preschool, elementary, middle, and high school teachers are as prescribed in Circular 01/2021/TT-BGDDT, Circular 02/2021/ TT-BGDDT, Circular 03/2021/TT-BGDDT and Circular 04/2021/TT-BGDDT have had many changes compared to current regulations. In particular, according to the new regulations, from March 20, 2021, there will be no requirements for foreign language and informatics qualifications for each class of teachers as at present. Instead, all 4 Circulars only stipulate "capable of applying information technology in performing the tasks of preschool/primary/secondary/high school teachers in each grade and capable of using foreign languages or ethnic minority languages in some tasks specifically assigned" at professional standards.
