Vietnam: Application and procedures for tuition fee exemption and reduction in the school year 2021 -2022

Recently, the Government of Vietnam has just issued Decree No. 81/2021/NĐ-CP, in which specified policies on tuition fee exemption, reduction, and financing for learning fees in education and training sectors. According to the provisions, students subject to policies on tuition fee exemption and reduction must repair and submit applications to education institutions within 45 working days from the starting date of a school year.

Pursuant to Article 19 of the Decree No. 81/2021/NĐ-CP of the Vietnam Government, application for tuition reduction, exemption, studying cost financing, and tuition financing are as follows:

(1) Application for tuition reduction, exemption, studying cost financing, and tuition financing (using Forms under Annex II to Annex VII attached to the Decree No. 81/2021/NĐ-CP).

(2) Verified true copies or copies with master register for comparison or copies from the master registers of documents proving eligibility for tuition reduction, exemption, and studying cost financing, paticularly:

***Tuition exemption

- Confirmation of entities regulating persons having rendered meritorious services for individuals mentioned under Ordinance on benefits for people with meritorious services to the revolution.

- Confirmation of disabilities issued by People’s Committees of communes or decisions on social benefits of Chairpersons of People’s Committees of districts for preschool students and students with disabilities. 

- Decisions on social benefits of Chairpersons of People’s Committees of districts for: preschools students and students under 16 years of age lacking any care; and individuals from 16 years of age to 22 years of age and studying in formal education, the first degree of higher education and eligible for monthly social benefits; learners in intermediate-education level or college level who are left without both parents and shelter.

- Confirmation of poor households issued by People’s Committees of communes for preschool students, students of formal education, learners in continuous education facilities pursuing formal education program whose parents or grandparents (if living with grandparents) are poor households.

- Confirmation of eligibility for tuition exemption according to Decree No. 27/2016/ND-CP for families of active non-commissioned officers and soldiers.

- Birth certificate and confirmation of poor households or near-poor households issued by People’s Committees of communes for ethnic minorities whose parents, or grandparents (if living with grandparents) in poor households or near-poor households; ethnic students.

- Birth certificate and permanent residence family register or confirmation of police authority regarding permanent residence registration (in case of lost family register) for: preschool children with 5 years of age, students in lower secondary education in particularly difficult hamlets, communes in category III areas with ethnic minorities in mountainous regions, communes with particular difficulty in coastal areas, and islands; ethnic students.

- Lower secondary education degree or provisional confirmation of graduation for graduates of secondary education and pursuing intermediate education. 

***Tuition reduction and tuition financing

- Birth certificate and permanent residence family register or confirmation of police authority regarding permanent residence registration (in case of lost family register) for: preschool children with 5 years of age, students in lower secondary education in particularly difficult hamlets, communes in category III areas with ethnic minorities in mountainous regions, communes with particular difficulty in coastal areas, and islands; private primary school students in an area where there are not enough public schools are supported by the State to pay tuition fees.

- Monthly benefit number of either parent who suffers from occupational accidents or diseases granted by social security organizations for kindergarten children and students who are children of officials, public officials, or workers.

- Confirmation of near-poor households issued by People’s Committees of communes for preschool students, students of formal education, learners in continuous education facilities pursuing formal education program whose parent or parents or grandparents (if living with grandparents) are near-poor households.

 

For preschool children, students in formal education institutions, and learners in continuous education facilities pursuing formal education program eligible for both tuition exemption, reduction and studying cost financing, only produce 1 set of application consisting of documents above together with form under Annex IV attached to the Decree No. 81/2021/NĐ-CP.

Learners eligible for tuition reduction, exemption, and studying cost financing are only required to produce 1 set of application for the whole studying period.

For learners living in poor households or near-poor households, at the beginning of each semester, submit additional confirmation of poor households or near-poor households to serve as the basis for considering tuition reduction, exemption, and studying cost financing for the subsequent semester. 

In case students obtain Citizen Identity Cards and are issued with personal identification number and information on permanent residence and can extract said information by connecting and sharing population data, their parents (or guardians) are not required to submit “Birth certificate” and “Permanent residence family register”.

Time for application:

Within 45 working days from the starting date of a school year, parents (or guardians) submit dossiers to education institutions online, via postal service, or electronic trading system. 

Procedures for implementation: 

Within 10 working days from the date on which application for tuition reduction, exemption, studying cost financing, and tuition financing, education institutions are responsible for approving application.

The tuition fee exemption or reduction will be implemented during the study period at the school, unless there is a change in the reason for tuition fee exemption or reduction.

In case there is an overlap in beneficiaries of the policy of tuition fee exemption and reduction and support for study expenses specified in Decree No. 81/2021/NĐ-CP of the Vietnam Government with other legal documents being implemented, in which the support level is higher, beneficiaries are entitled to the higher support level specified in other legal documents.
