Vietnam: 05 benefits for primary school teachers from the 2020 - 2021 school year

From the 2020 - 2021 school year, there are many changes in the educational activities of all education levels. In particular, the primary school level will see many positive changes. Below are 05 benefits for primary school teachers in Vietnam from the 2020 - 2021 school year.

According to Article 29 of the Charter of Primary Schools issued along with Circular 28/2020/TT-BGDDT of the Ministry of Education and Training and effective from October 20, 2020, the benefits for primary school teachers in Vietnam are specified as follows:

1. Autonomy in professional matters and adjustment of educational contents

According to Clause 1, Article 29 of the Charter of Primary Schools issued along with Circular 28/2020/TT-BGDDT (effective from October 20, 2020), teachers are granted autonomy in performing professional tasks with the support of professional teams and the school in selecting and adjusting educational content; applying forms of activities and educational methods, and evaluating students suitable to the students' targets and the specific conditions of the school.

On that basis, professional teams also conduct activities accordingly, specifically:

- Participate in the school's educational planning;

- Based on the school's educational plan, develop and justify the teaching plans of subjects according to the requirements of the primary education program of the team by week, month, semester, and school year;

- Implement the school's, team's professional activity plans proactively and flexibly;

- Propose the principal to assign teachers for teaching and homeroom positions by school year;

- Organize for teachers to select textbooks according to the regulations of the Ministry of Education and Training and the provincial People's Committee; propose reference publications for selection for use in the school according to regulations;

- Participate in evaluating and rating teachers as per the Standard of professional teachers; participate in evaluating principals, and vice-principals according to the Principal's Standard.

Thus, the professional team will support teachers in implementing this new activity. With the coordination of team members, teachers will choose textbooks according to the regulations of the Ministry of Education and Training and the provincial People's Committee, and develop teaching plans by week, month, semester, and school year. Compared to previous regulations, textbooks, and teaching programs are implemented according to the regulations of the Ministry of Education and Training of Vietnam and each primary school's own regulations.

2. Simplified conditions for consideration for commendation forms and emulation titles

From October 1, 2020, the commendation work of the education sector is conducted according to Circular 21/2020/TT-BGDDT of the Ministry of Education and Training of Vietnam. In Article 3 of this Circular, the regulation has been abolished not to consider commendation for collectives, individuals, heads, and deputies of heads managing collectives or individuals under their management who commit one of the following violations: falsely declaring achievements; violating teachers' ethics, students' ethics; violating admission regulations, exam regulations, extra teaching, and extra learning; misappropriate revenues affecting the educational environment of the unit, locality, or sector.

Besides, Circular 21/2020/TT-BGDDT also specifies conditions for consideration for awarding the titles "Advanced Laborer", "Grassroots-level Emulation Fighter", "Excellent Labor Collective", "Emulation Flag of the Ministry of Education and Training of Vietnam", "Emulation Flag of the Government of Vietnam", Diploma of Merit from the Minister, Diploma of Merit from the Prime Minister of the Government of Vietnam, orders in various ranks as follows: Collectives, individuals proposed for commendation must have a consensus rate of 70% or higher of the total members of the grassroots-level emulation and commendation council and the Education sector's Emulation and commendation council.

Note: The deadline for submitting the applications for commendation forms and emulation titles as follows:

- Applications for commendation forms and emulation titles at the Ministry level must be sent to the Ministry of Education and Training before August 31 annually (previously August 30 annually) for units assessing annually by school year and before January 31 annually (previously January 30 annually) for units assessing annually by working year.

- Applications for commendation forms and emulation titles at the State level must be sent to the Ministry of Education and Training before October 15 annually for units assessing annually by school year and before February 28 annually for units assessing annually by working year.

- Applications for sudden commendation: Immediately after the collective or individual achieves commendable accomplishments, the head of the unit is responsible for proposing to the Minister for consideration, decision on commendation, or to present to the competent authority for consideration and decision on commendation.

In the upcoming period, teachers will have more relaxed requirements for commendation, awarding emulation titles, and also be mindful of the timing for submitting applications to be recognized for these prestigious titles.

3. Easier preparation for rank promotion in professional titles

According to Article 32 of Decree 115/2020/ND-CP, primary school teachers in Vietnam are public employees eligible to register for consideration for promotion to a higher professional title adjacent to their current one when meeting all the following standards and conditions:

  1. Be rated quality at a good performance level or higher in the working year immediately preceding the promotion exam or consideration year; possess good political quality, professional ethics; not under disciplinary action, and not under regulations related to discipline.
  2. Possess professional capacity, and qualifications to undertake the position in the higher professional title adjacent to the currently held professional title in the same professional field;
  3. Meet the requirements of diplomas, certificates, and other requirements of the professional title standards being tested or considered for promotion;
  4. Meet the minimum required working time at the adjacent lower professional title according to the standards of the professional title being tested or considered for promotion.

This new regulation, effective from September 29, 2020, specifies the conditions for registering for consideration for promotion of public employees more clearly and specifically than before, which helps primary school teachers as public employees to be better prepared with documentation and necessary papers for consideration for promotion to higher professional titles.

4. Training standard enhancement according to the roadmap until 2030

According to Clause 2, Article 2 Decree 71/2020/ND-CP regarding the roadmap for enhancing training standards of education levels, the subjects eligible for standard training enhancement are primary school teachers without a bachelor's degree in primary school teacher training or without a bachelor's degree in a suitable major and have a pedagogical training certificate or higher, counting from July 1, 2020, having at least 08 years of service (96 months) for teachers with intermediate qualifications, and at least 07 years of service (84 months) for teachers with college qualifications remaining until the retirement age as per regulations.

Specifically, the roadmap for enhancing training standards of primary school teachers is implemented from July 1, 2020, to December 31, 2030, divided into 02 stages as follows:

- Stage 1: From July 1, 2020, to December 31, 2025, ensuring at least 50% of primary school teachers are in training or have completed the training program and awarded a bachelor's degree;

- Stage 2: From January 1, 2026, to December 31, 2030, applicable to the remaining teachers to ensure 100% of primary school teachers complete the training program and are awarded a bachelor's degree.

5. Reduced weekly teaching hours for homeroom teachers

According to Clause 2, Article 29 of the Charter of Primary Schools, primary school teachers serving as homeroom teachers are granted the following additional rights:

- Attend learning sessions and other educational activities of students in their class;

- Attend commendation and reward council meetings and other councils when addressing issues related to their class students;

- Attend training classes, and specialized conferences on homeroom work;

- Have the right to allow individual students to take a leave of absence for up to 03 continuous days.- Be reduced weekly teaching hours and other rights as per regulations.

From October 20, 2020, homeroom teachers have the right to allow individual students to take a leave of absence for up to 03 continuous days and are particularly entitled to reduced weekly teaching hours to serve homeroom duties (previously there was no specific regulation for homeroom education).
