In 2020, the education sector of Vietnam has many important new policies. Of which, there are 03 notable new regulations on what elementary teachers are not allowed to do.
1. Do not criticize students in front of the class
Specifically, according to Clause 3 Article 38 of the Circular No. 28/2020/TT-BGDĐT of the Ministry of Education and Training of Vietnam, students with defects in the process of learning, training and emulation movements, depending on the seriousness of the violation, teachers can take the following disciplinary measures:
- Reminding, direct support and help for students to make better progress;
- Notify the student's parents in order to cooperate in helping the student to overcome his/her shortcomings.
Note: Teachers may not criticize students in front of the whole class, in front of the whole school, or in a general meeting with the student's parents.
This regulation will officially take effect from October 20, 2020. Previously, according to Point a Clause 2 Article 44 of the Circular No. 41/2010/TT-BGDĐT of the Ministry of Education and Training of Vietnam, schools and primary teachers are allowed to "criticize" students who commit defects in the learning and training process. However, the Circular No. 28/2020/TT-BGDĐT has abolished this provision. Thus, disciplinary measures applied to elementary school students are only reminders and notices to students' parents.
2. Do not organize extra lessons for elementary school students
Specifically, according to Clause 2 Article 4 of the Circular No. 17/2012/TT-BGDĐT of the Ministry of Education and Training of Vietnam, extra classes shall not be provided for elementary students, except for extra-curricular activities: arts, sports, or life skills.
Recently, Ho Chi Minh Department of Education and Training issued the Official Dispatch No. 4290/GDĐT-TH on strengthening the management and direction of extra tutoring and learning activities and improving the learning quality of students. The Department of Education and Training requested the Heads of Departments of Education and Training to continue to seriously implement and strengthen the management and direction of extra tutoring and learning activities for elementary schools in the area.
In particular, the Department of Education and Training requires absolutely no extra tutoring or learning for elementary school students, except for extra-curricular activities: arts, sports, or life skills. Concurrently, Heads of Departments of Education and Training must closely supervise the observance of regulations on extra tutoring and learning; strictly handle cases where teachers force students to learn more in any way.
Thus, it can be seen that the current law does not allow elementary school teachers to organize extra classes, except for extra-curricular activities: arts, sports, or life skills for students.
3. Do not assign homework to 1st grade students
In order to continue to support schools and teachers to effectively implement the new general education curriculum and textbooks in the Official Dispatch No. 3977/BGDĐT-GDTH, the Ministry of Education and Training of Vietnam has proposed 3 solutions, one of which is not to assign homework to grade 1 students. Specifically, the Ministry of Education and Training of Vietnam emphasized in Official Dispatch No. 3977/BGDĐT-GDTH:
In order to continue to support schools and teachers to effectively implement new general education programs and textbooks, the Ministry of Education and Training proposes the Departments of Education and Training to implement the following contents:
1. Direct schools to develop educational plans to implement the 1st grade program in the direction of reasonable allocation of teaching content and duration between subjects and educational activities so as not to cause overload and meet requirements for implementation of new programs built in an open direction; help students complete learning tasks right in the classroom, do not assign more homework to students. The timetable should ensure a reasonable ratio between subjects and educational activities, reasonable allocation of time in the school day and school week suitable to the psychophysiology of elementary school students, especially students in grade 1.
Thus, in order to reduce the "burden" in the curriculum for students in grade 1, the Ministry of Education and Training of Vietnam has requested the implementation of solutions such as redistributing content and teaching time appropriately; ensure that students complete their learning tasks right in the classroom; and especially do not assign more homework to students.
