To be specific: This Draft stipulates the regulations for admission to formal university training for the new recruitment of citizens who have graduated with a bachelor's, master's, or doctoral degree as follows:
1. Applicants
- Officials and public employees currently working at ministries and central authorities;
- Citizens with permanent household registration at the locality where they register for preliminary selection.
2. Eligibility Criteria
Applicants must meet the admission requirements as prescribed by the Ministry of Education and Training and must also satisfy the following conditions:
- Have graduated with a bachelor's, master's, or doctoral degree in a major relevant to the training demands of the People's Police force;
- By the year of application, be no older than 30 years old, and for master's or doctoral degree holders, no older than 35;
- Meet political criteria as prescribed by the current regulations of the Ministry of Public Security;
- Meet the health standards for admission into the People's Police as stipulated by the Ministry of Public Security, specifically:
+ Height from 164 cm to 195 cm for men, and from 158 cm to 180 cm for women;
+ Body Mass Index (BMI) calculated as weight (kilograms) divided by the square of height (meters) from 18.5 to 30;
+ If having refractive errors such as nearsightedness or farsightedness, not exceeding 3 diopters; vision checked through corrective lenses must reach 10/10, with a total vision of both eyes reaching 19/10 or more;
- Talent: capable of staying calm, quick, with good memory, logical thinking, and other qualities (if any) as required by each professional force within the People's Police.
3. Registration Venue
As stipulated in this Draft, citizens directly register for selection at the district-level police where their permanent household registration is located.
When registering for selection, applicants must follow the content announced by the relevant police unit or locality.
4. Admission Method, Exam Subjects, Admission Time
According to this Draft, the admission method, exam subjects, and admission time for formal university training for new bachelor's degree graduates are stipulated as follows:
- Admission method: Entrance exam
- Exam subjects: Organized into 03 subjects, including:
+ Subject 1: Knowledge of politics and the People's Police force;
+ Subject 2: Logical thinking and social knowledge;
+ Subject 3: Philosophy (for majors in security, police operations, Communist Party building, and state government); Mathematics or Chemistry (for Firefighting and Rescue department); Mathematics (for logistics of the People's Police).
- Exam format: Multiple choice or essay or other formats. Foreign language exams must include 04 skills: listening, reading, writing, and speaking.
- Exam duration: For essay exams, not more than 180 minutes; for multiple-choice exams, not more than 90 minutes; for other formats, there is no time limit.
5. Priority Applicants in Admission
Priority points are given to citizens who have graduated from a formal university with excellent or good ranks; to those with a doctoral or master's degree in the exact major as announced in the admissions notice. The priority points will be as per the annual regulations of the Ministry of Public Security.
It can be seen that this is a completely new regulation in the Draft Circular on admission in the People's Police because currently, Circular 15/2016/TT-BCA does not regulate the recruitment of human resources from outside the sector into the formal university system of police schools. If this Draft is approved, in the near future, the quota for high school candidates and conscripted police officers may be reduced as part of the quota will be allocated to applicants who have graduated with bachelor's, master's, or doctoral degrees in other fields.
