To be specific, under Clause 1, Article 11 of this Draft Circular, it is stipulated as follows:
Article 11. Implementation organization
- This Circular serves as the basis for the recruitment, employment, and management of primary school teachers in public primary schools within the national education system.
No recruitment will be conducted for primary school teachers of grade IV (code ...), as stipulated in Clause 2, Article 2 of this Circular; recruitment will only be conducted for primary school teachers from grade III and above.
Thus, under these regulations, new recruitment for grade IV primary school teachers will not be conducted in the near future, meaning teachers who have not met the training standards prescribed in point b, clause 1, Article 72 of the Education Law 2019, specifically teachers who do not have a university degree in teacher training or a university degree in relevant disciplines with a pedagogical certificate for primary school teachers, will not be recruited. New recruitment will only apply to primary school teachers from grade III and above, i.e., those who have a university degree in teacher training or a university degree in relevant disciplines with a pedagogical certificate for primary school teachers.
According to this Draft Regulations, the professional titles for primary school teachers include:
- Primary school teacher Grade III;- Primary school teacher Grade II;- Primary school teacher Grade I;
For teachers who do not meet the training standards prescribed in point b, clause 1, Article 72 of the Education Law 2019, specifically primary school teachers with intermediate and collegiate qualifications (including teachers under the scheme to raise training standards and those not under the scheme), they will retain the professional title of grade IV primary school teachers.
Note: Primary school teachers holding the grade IV professional title undergoing training level enhancement under the Decree regulating the roadmap for raising training standards for preschool, primary, and secondary school teachers, once achieving the required training standards, will be appointed to grade III without the need for exams or evaluations for promotion.
According to Draft III of the Decree regulating the roadmap for raising training standards for preschool, primary, and secondary school teachers, the subjects include:
- Primary school teachers without a bachelor's degree in primary school teacher training or a bachelor’s degree in relevant disciplines and a pedagogical certificate with at least 8 years (96 months) of service from July 1, 2020, for teachers with intermediate qualifications.- Primary school teachers without a bachelor's degree in primary school teacher training or a bachelor’s degree in relevant disciplines and a pedagogical certificate with at least 7 years (84 months) of service from July 1, 2020, for teachers with collegiate qualifications until retirement.
