University Degrees Will No Longer State Classification or Type of Training (Full-time or Part-time)

Here are the notable contents in the Draft Circular on promulgating regulations on the main contents to be recorded on higher education diplomas, including bachelor's degrees, master's degrees, doctoral degrees, and honorary doctoral degrees, which have been newly proposed for public comment.

To be specific, according to this Draft, the primary contents recorded on higher education diplomas will include the following 10 items:

- Title: SOCIALIST REPUBLIC OF VIETNAM.

- Title of the diploma according to the training level (Bachelor’s Degree, Master's Degree, Doctorate Degree).

- Name of the educational institution awarding the diploma.

- Surname, middle name, and first name of the diploma recipient.

- Date of birth of the diploma recipient.

- Nationality of the diploma recipient.

- Field of study.

- Location, date of diploma issuance.

- Surname, middle name, first name, title, signature of the authorized person issuing the diploma and seal according to regulations.

- Serial number, original registration number of the diploma.

Thus, compared to the current regulations in Circular 19/2011/TT-BGDDT, the recording of the above contents on university graduation diplomas is expected to have the following notable changes:

- University graduation diplomas will no longer record the classification of the graduate such as excellent, good, fairly good, average, or fairly average. Currently, graduates are distinguished by the classification of their diploma according to the levels mentioned above.

- University graduation diplomas will no longer record the mode of study such as full-time, part-time, distance learning, or guided self-study. Currently, graduates are distinctly differentiated by these modes of study on their diplomas.

- The title of university graduation diplomas at the undergraduate level will be uniformly called Bachelor’s Degree, not differentiated by the name according to the training fields. Currently, this naming varies, specifically:

- For engineering fields, it records “ENGINEERING DEGREE”.- For architecture fields, it records “ARCHITECT DEGREE”.- For medical fields, it records “DOCTOR’S DEGREE” or “BACHELOR’S DEGREE”.- For pharmaceutical fields, it records “PHARMACIST’S DEGREE” or “BACHELOR’S DEGREE”.- For basic sciences, pedagogy, law, and economics, it records “BACHELOR’S DEGREE”.- For other fields, it records “UNIVERSITY GRADUATION DEGREE”.

Therefore, if these contents in the Draft are approved, in the near future, university graduation diplomas awarded for completing training programs will be uniformly called Bachelor’s Degree for all training fields, without distinguishing between regular or in-service training modes, as well as without distinguishing the classification of graduates.

Additionally, the Draft stipulates that higher education institutions may supplement other contents recorded on higher education diplomas in accordance with the law.
