This is one of the notable new content recently added in Version 3 of the Draft Decree on the Implementation Roadmap for Increasing the Standard Training Level of Preschool, Primary, and Secondary School Teachers.

Along with stipulating the rights that teachers are entitled to when being sent for advanced training, this Third Draft of the Decree also requires teachers to have the following responsibilities:
- Adhere to regulations on training, rules, and regulations regarding training duration; be subject to the management of the training institution during participation in training activities;
- Commit to perform duties and public service at preschool, primary, and secondary education institutions after completing the training program for at least twice the training duration. (This is a newly added content in this Draft compared to the previous Second Draft)
- Throughout the course duration, teachers must continue to fulfill work-related duties as prescribed when not participating in training activities.
Thus, according to the above regulation, it can be seen that teachers sent for higher qualification training must commit to performing duties and public service at preschool, primary, and secondary education institutions after completing the training program for at least twice the training duration.
In case teachers, after completing their studies, do not continue teaching, abandon their job, or unilaterally terminate their labor contract before serving the committed time, they will have to compensate for the advanced training costs. Specifically, Article 11 of the Third Draft stipulates as follows:
Article 11. Compensation for Training Costs
Teachers sent for training funded by the state budget or the budget of the managing and using agency must compensate for the training costs in one of the following cases:
1. Voluntarily dropping out, abandoning the job, or unilaterally terminating the labor contract during the training period.
2. Not being granted a graduation degree by the training institution.
3. Having completed the course and obtained a graduation degree but abandon the job or unilaterally terminate the labor contract without serving the committed duration stipulated at point b, clause 2, Article 10 of this Decree.
