Recently, the Ministry of Education and Training has just issued Circular 04/2021/TT-BGDDT on codes, standards for professional titles and appointment and salary grading for teaching staff in public high schools in Vietnam.
To determine the standards for professional title of Class I, II and III high school teachers in Vietnam (Internet image)
According to Articles 3, 4, and 5 of Circular 04/2021/TT-BGDDT, the professional title standards for Class II high school teachersI, II, and I are continuously specified as follows:

Class III high school teacher |
- Possess a bachelor's degree or higher in education for high school teachers. (In the case of subjects that do not have enough teachers with a bachelor's degree in education, a relevant bachelor's degree and a pedagogical training certificate for high school teachers must be obtained according to the program issued by the Minister of Education and Training); - Possess a pedagogical training certificate according to the professional title standards for Class II high school teachersI (newly recruited Class II high school teachersI must obtain the certificate within 36 months from the date of employment).

- Understand the guidelines, policies, laws of the party, state, regulations, and requirements of the education sector and localities regarding general education and effectively implement them in assigned tasks; - Be able to develop lesson plans, construct interdisciplinary lessons for knowledge integration between subjects, access modern teaching methods, teaching techniques, and new integrated teaching models; - Be able to effectively utilize technology equipment, teaching aids, and learning materials in teaching, education, and student management; - Have the ability to coordinate between the school, family, and society in implementing moral education and lifestyle guidance for students; provide counseling on psychology, career orientation, talent, and aptitude discovery for students; support students in developing life skills; organize career experience and entrepreneurship activities for high school students; - Be able to teach via the internet or on television according to the curriculum of subjects; - Be proficient in using assessment methods to evaluate learning outcomes, training, and the progress of students in developing their qualities and capabilities; - Be able to apply innovative pedagogical research results and experiences to practical teaching, student education, or making teaching aids and equipment for high school education; - Have the ability to guide high school students in scientific and technical research from the school level and above; - Have the capacity for self-learning and self-improvement to develop their own professional skills and knowledge; - Be able to apply information technology in carrying out the tasks of a high school teacher of rank III and have the ability to use foreign languages or ethnic minority languages in certain assigned tasks. |
Class II high school teacher |
- Hold a bachelor's degree or higher in education for high school teachers. (In the case of subjects that do not have enough teachers with a bachelor's degree in education, a relevant bachelor's degree and a pedagogical training certificate for high school teachers must be obtained according to the program issued by the Minister of Education and Training); Possess a pedagogical training certificate according to the professional title standards for Class II high school teachers.

- Have a thorough understanding of the guidelines, policies, laws of the party, state, regulations, and requirements of the education sector and localities regarding general education and effectively implement them in assigned tasks; - Have the ability to adjust lesson plans and education plans that are suitable for the actual conditions of the school and locality; update and flexibly apply effective teaching methods and education to meet the requirements of innovation and the actual conditions; - Have the ability to research and timely update the new requirements in terms of specialized knowledge; apply creativity, appropriate forms, and methods; choose learning content and training; and enhance their own professional competence. - Have the ability to evaluate or guide colleagues in applying pedagogical research; evaluate the scientific and technical research products of high school students at the school level and above; - Have the ability to creatively apply various forms and methods of testing and evaluation of learning outcomes and student progress in developing their qualities and capabilities; - Have the ability to effectively apply psychological counseling, career guidance, and social work in schools according to the characteristics of each student group in teaching and education activities; - Have the ability to apply information technology in carrying out the tasks of a Class II high school teacher and have the ability to use foreign languages or ethnic minority languages in certain assigned tasks; - Be recognized as a grassroots emulation soldier or an excellent teacher, an excellent homeroom teacher at the school level and above; - Civil servants who participate in the examination or promotion evaluation for the professional title of Class II high school teacher (code V.07.05.14) must have held the professional title of Class III high school teacher (code V.07.05.15) or equivalent for at least 9 years (excluding probationary period) at the time of submitting the application for examination or promotion. |
Class I high school teacher |
- Possess a master's degree or higher in education for high school teachers, hold a master's degree or higher in a relevant field of study for the subject being taught, or hold a master's degree or higher in educational management; - Possess a pedagogical training certificate according to the professional title standards for Class I high school teachers.

- Have the ability to guide and support colleagues in developing plans and education; apply teaching and education methods that focus on developing students' qualities and capabilities; effectively implement counseling and support activities for students in teaching and education; - Have the ability to evaluate or guide colleagues in applying applied pedagogical research; guide and evaluate the scientific and technical research products of high school students from the provincial level and above; - Have the ability to guide, support colleagues, and share experiences in their own professional development to meet the requirements of educational innovation; - Apply, guide, and support colleagues in effectively using various forms and methods of testing and evaluating learning outcomes and student progress in developing their qualities and capabilities; - Apply, guide, and support colleagues in effectively implementing psychological counseling, career guidance, and social work in schools according to the characteristics of each student group in teaching and education activities; - Have the ability to apply information technology in carrying out the tasks of a high school teacher of rank I and have the ability to use foreign languages or ethnic minority languages in certain assigned tasks; - Be recognized as a grassroots emulation soldier at the ministry/department/sector/provincial level or higher; or receive commendation from the provincial level or higher. or be recognized as an excellent teacher, an excellent homeroom teacher from the provincial level or higher; - Civil servants who participate in the examination or promotion evaluation for the professional title of Class I high school teacher must have held the professional title of Class I high school teacher or equivalent for at least 6 years, up to the deadline for submitting the application. |
