July 1, 2020 is the date when the 2019 Education Law and the Law Amending the Law on Cadres, Civil Servants, and Public Employees 2019 officially come into effect. There will be three new policies regarding salary and recruitment that will impact all teachers from this date onwards.

New Regulations on Good Teacher Examination from February 12, 2020
1. Vocational associate degree holders no longer accepted
According to the Education Law 2019, from July 1, 2020, the standard training level for teachers at all levels has been elevated compared to the provisions of the Education Law 2005, specifically:
- For preschool teachers: Must have a diploma of pedagogy college or higher. (Current regulations only require an associate degree in pedagogy).
- For primary, secondary, and high school teachers: Must have a bachelor's degree in teacher training or higher. (Current regulations require an associate degree for primary school teachers; a college degree in pedagogy or a college degree with a certificate in professional pedagogy training for secondary school teachers).
In cases where a subject does not have enough teachers with a bachelor’s degree in teacher training, they must have a bachelor's degree in a relevant field and a certificate in professional pedagogy training.
Thus, from the effective date of the Education Law 2019, new teachers with an associate degree in pedagogy for primary education, or preschool teachers with an associate degree in pedagogy will no longer be recruited. Instead, training will be conducted to ensure graduates have a primary education university degree, or a preschool college degree in pedagogy. In other words, from July 1, 2020, vocational associate degrees in pedagogy will no longer be accepted in teacher recruitment at all levels.
2. Only 03 cases of teachers will enjoy the "public employee for life" policy
Specifically:, according to the Official and Public Employee Law Amendment 2019, public employees recruited from July 1, 2020, must sign fixed-term contracts, except for the following 03 cases where public employees still sign indefinite-term contracts:
- Public employees recruited before July 1, 2020;
- Officials transitioning to public employees as stipulated in point b, clause 1, Article 58 of the Public Employee Law 2010;
- Individuals recruited as public employees working in areas with extremely difficult economic and social conditions.
This means that from July 1, 2020, there will no longer be cases where public employees automatically move from fixed-term to indefinite-term contracts upon completion of the former. Instead, public employees will have to sign fixed-term contracts, and all public employees who have not signed indefinite-term contracts before July 1, 2020, will need to sign fixed-term contracts unless they meet the conditions of the aforementioned 03 cases.
3. Teachers will no longer receive seniority allowance
Specifically:, according to the spirit of the Resolution 27/NQ-TW, one of the key content of the salary policy reform is to abolish the seniority allowance for officials and public employees in general and teachers in particular, except for the following 03 groups: military, police, and cryptographic personnel.
Specifically:, as formalized in Resolution 27, Article 76 of the Education Law 2019, effective July 1, 2020, the seniority allowance for teachers will also be abolished.
From July 1, 2020, teachers will be given appropriate salary arrangements based on job position and professional work; and will receive special occupational allowances as stipulated by the Government of Vietnam.
According to Decree 113/2015/ND-CP, special allowances are applied to teachers instructing integrated subjects, vocational trainers, and individuals with high technical skills instructed in vocational training institutions.
Thus, teachers currently receiving seniority allowances will no longer be entitled to this allowance from July 1, 2020.
