The Prime Minister of Vietnam's request: To review and amend regulations on teacher promotion certificates

Recently, the Government Office of Vietnam issued Official Letter 1797/VPCP-TCCV on report on types of training certificates for civil servants which is sent Ministry of Interior and Ministry of Education.

Recently, a number of newspapers have reflected on the problems and inadequacies of the regulations on the use of certificates of standard training for professional titles and other training certificates for public employees, especially for teachers of public training institutions in promotion and appointment to the rank of public employee professional title.

In order to remove difficulties and obstacles in the management of public employees, the Prime Minister requested, based on press reports, to consider amending Vietnam's Decree 101/2017/ND-CP on training cadres and civil servants, public employees and other relevant regulations. Specifically, the Prime Minister of Vietnam directs that:

The Ministry of Home Affairs of Vietnamshall assume the prime responsibility for, and coordinate with the specialized management ministries in, summarizing and reporting specifically on the types of certificates for the contingent of public employees. The report must clearly state what types of certificates are required to be added to the professional titles of public employees; which certificates are professional training; and the classification of compulsory and optional certificates in public employee management.

-The Ministry of Education and Training of Vietnam shall report specifically on the same content as mentioned above for professional titles of teachers at public institutions at all levels, proposing a plan to amend relevant regulations in order to completely solve the problems and inadequacies of the past on this issue.

The Prime Minister of Vietnam requested ministries to propose specific plans and report them to the Prime Minister by March 2021.
