Circular 06/2019/TT-BGDDT stipulating the code of conduct in preschool educational institutions, general educational institutions, and continuing education institutions officially takes effect from April 12, 2019.

This Circular specifically stipulates the code of conduct for teachers in preschool and general education institutions as follows:
- For learners, teachers must:
- Use standard, easy-to-understand language, appropriately commend or criticize according to the audience and context;- Be exemplary, compassionate, responsible, and loving;- Respect differences, treat fairly, advise, listen, and encourage learners;- Actively prevent and combat school violence, and create a safe, healthy, and friendly educational environment;- Not insult, cause harm, or seek personal gain;- Not suppress, stereotype, abuse, or infringe;- Not be indifferent, evade, or conceal violations by learners.
- For management staff, teachers must use respectful, honest, open-minded language, actively give recommendations, and clearly express their views; comply with directives, management, and assignments from leaders according to regulations. Do not insult, cause disunity; do not be indifferent, evade, or conceal the wrongdoings of management staff.
- For colleagues and staff, teachers must use appropriate, honest, friendly, open-minded language, share, and support one another; respect differences; protect the reputation, honor, and dignity of colleagues and staff. Do not insult, be indifferent, or cause disunity.
- For the parents of learners, teachers must use appropriate, honest, respectful, friendly, cooperative, and sharing language. Do not insult, impose, or seek personal gain.
- For visitors to the educational institution, teachers must use appropriate, respectful language. Do not insult, cause difficulty, or inconvenience.
Additionally, teachers must adhere to the common code of conduct as follows:
- Strictly comply with the laws regarding the rights and obligations of citizens, officials, public employees, teachers, laborers, and learners.
- Lead a healthy, positive lifestyle, and be caring, sharing, and helping others.
- Protect and maintain the educational institution’s landscape; create a safe, friendly, green, clean, and beautiful educational environment.
- Management staff and teachers must wear appropriate attire suited to the educational environment and activities; staff must wear attire appropriate to the educational environment and the nature of their work; learners must wear clean, tidy attire appropriate to their age and educational activities; parents and visitors must wear attire appropriate to the educational environment.
- Do not wear inappropriate attire.
- Do not smoke, consume alcoholic beverages, or use prohibited substances in educational institutions as stipulated by law; do not participate in social evils.
- Do not use social networks to disseminate, promote, or comment on information or images that are contrary to moral traditions, contrary to the Communist Party's line, state policies, and laws, or that negatively affect the educational environment.
- Do not cheat, lie, slander, cause discord, harass, coerce, intimidate, or be violent towards others.
- Do not harm the health, honor, and dignity of oneself, others, or the collective’s reputation.
