According to the provisions of Education Law 2019, from July 1, 2020, new standards on the training levels of teachers at various levels will be implemented. Specifically, Article 72 of the Education Law 2019 stipulates as follows:

1. The standardized training levels of teachers are defined as follows:

a) Holding a college degree in pedagogy or higher for preschool teachers;

b) Holding a bachelor's degree in teacher training or higher for primary, secondary, and high school teachers.

In case the subject lacks teachers with a bachelor's degree in teacher training, they must have a bachelor's degree in a relevant major and a pedagogical training certificate.

Previously, Mr. Hoang Duc Minh, Director of the Department of Teachers and Education Managers, also stated that for teachers who have not met the required training standards and have 1 to 5 years of working time left, the Ministry will direct localities to coordinate with pedagogical schools to design regular training courses to enhance teaching capacity to meet the requirements of innovation. For those teachers who have not met the required university-level training standards and have more than 5 years of working time left, the Ministry will direct pedagogical universities to closely collaborate with localities to build specific standard upgrading plans for each locality.

Thus, for teachers who have not met the required training standards as stipulated, depending on the specific case, they are required to participate in upgrading standards or engage in regular training to ensure their work. If they do not participate in upgrading standards or training, they will be subject to staff streamlining according to the provisions of point c, clause 1, Article 6 of Decree 108/2014/ND-CP amended and supplemented by Decree 113/2018/ND-CP: “Failing to meet the training standards according to the professional and professional standards stipulated for the currently held position, but having no other suitable job position to arrange and unable to provide retraining to standardize professional and professional standards or being allocated another job by the agency, the individual voluntarily implements staff streamlining and is approved by the directly managing agency/unit.”

Therefore, in your case, you are required to participate in upgrading the standard or, if applicable in regular training, you must participate in the training; otherwise, you will be subject to staff streamlining.
